We write further to your request, received 25 November 2024, which states:
"(1) Of the 150 Ukrainians hosted as part of the Isle of Man Homes for Ukraine Scheme, how many have been granted the right to work; and
(1)(a) of these, how much income tax and national insurance have they paid in the previous financial year 2023/24?
(2) For the 2023/24 financial year, what is the cost of operating the Isle of Man Homes for Ukraine Scheme?"
Our response to your request is as follows:
- Of the 150 Ukrainians hosted as part of the Isle of Man Home for Ukraine Scheme, how many have been granted the right to work?
The Isle of Man Government has taken a number of steps to offer support to Ukraine, including the Isle of Man Homes for Ukraine Scheme and the Ukraine Sponsorship scheme. The Isle of Man Homes for Ukraine Scheme is managed by the Cabinet Office and the Immigration Service manage the Ukraine Sponsorship Scheme.
Anyone granted a Visa (Immigration Permission) under the Isle of Man Ukraine Sponsorship Scheme has Immigration Permission to Work on the Isle of Man. The Isle of Man Ukraine Sponsorship Scheme has granted 145 visas and these were to 103 Individuals.
These figures are not 1:2:1 because some individuals were granted a temporary Permission To Travel (PTT) Letter and used these letters to come to the Isle of Man and make a subsequent application for their full Visa under the Sponsorship Scheme. Therefore, they have had two applications on record. Other individuals applied later and were granted the full visa (and did not receive a PTT Letter) or travelled to the Isle of Man with a UK PTT letter to make their full visa application.
1a. Of these, how much income tax and national insurance have they paid in the previous financial year 2023/34?
The income tax records include 86 individuals who were registered as Isle of Man taxpayers having arrived in the Island under the scheme. These include individuals who were employed or self-employed during 2023/24, as well as those individuals who were neither employed or self-employed, but who were liable to pay income tax in the Isle of Man for other reasons during the year.
In respect of income tax paid in 2023/24, the information provided is based on the amount of income tax charged where the assessment for 2023/24 has been issued or, in the absence of the assessment, the amount of income tax deducted by the individuals employer during 2023/24 in accordance with the Income Tax Instalments Payments (ITIP) regulations. The amount also includes income tax payable by Ukrainian nationals who were neither employed or self-employed, but were liable to pay income tax due to having other sources of taxable income in that year.
Total income tax charged/ITIP deducted = £28,671.17
In respect of National Insurance contributions, the amount below includes contributions for employed persons, both primary and secondary; and contributions paid by self-employed persons.
Total National Insurance contributions = £122,360.47

we are not required to provide information in response to a request if it is already
reasonably accessible to you, whether free of charge or on payment of a fee.
The information held by the Treasury is an amount the Cabinet Office claimed from the
contingency fund for the Ukrainian Relocation and Home Support Scheme, for the
financial year 2023/24. This is available in the Isle of Man Government Accounts, dated
March 2024 and is available to you at the following link:
