Summary
The request sought salary costs for workers on phased return to work over the last 8 years, but the Cabinet Office could only provide data from April 2018 onwards due to system limitations. The response disclosed total costs for 2018-2024 based on full pay assumptions, noting that not all phased returns were captured in the records.
Key Facts
- Data prior to 1 April 2018 is not held because the 'PiP' recording system was adopted in that month.
- Costs provided are based on full pay for the duration of recorded phased returns as specific working patterns are not recorded.
- Logging of phased returns within the PiP system is not mandatory, meaning the data likely does not capture all instances.
- The maximum period for a phased return is 6 weeks.
- Some records had start dates logged but were missing end dates.

Dear ###
We write further to your request, received 5 November 2024, which states:
"The amounts (for the last 8 years ) paid to those workers who are being paid normal salary amounts for working reduced hours whilst on fazed [sic] return to work duties after sickness."
While our aim is to provide information whenever possible, in this instance the Cabinet
Office does not hold some of the information that you have requested.
The Office of Human Resources (a division of Cabinet Office) adopted the “PiP”
recording system in April 2018. Consequently, data for periods prior to 1st April 2018 is
not held by the Cabinet Office.
The working pattern of an individual on phased return to work is not recorded,
therefore the costs provided below are based on full pay of each individual, for the
duration of their recorded phased return.

The logging of phased returns within PiP is not mandatory as not all absences require
a phased return and so there is no requirement to log the start or end date of phased
returns within PiP. The data provided reflects information as recorded by the reporting
manager and therefore it is likely that not all phased returns are captured in this data.
Additionally there were a number of records where phased return start dates had been
logged, but end dates had not.

Phased return can take place over a period of 6 weeks or less. The maximum period of
phased return is 6 weeks.
