Original Request
In November 2023, the Community Mental Health Service for Adults (CMHSA) presented a business case to the Manx Care Business Case Review Group that describes development of a service which can assess and treat adults with ADHD. The case has remained with the Business Case Review Group since then, and CMHSA were recently asked to review and update financial figures contained within the business case. I would like to request a copy of the following: 1. the business case that was submitted by CMHSA to the Manx Care Business Case Review Group; 2. communication between the Manx Care Business Case Review Group and CMHSA explaining why the financial figures needed to be updated, and 3. the response from CMHSA to the Manx Care Business Case Review Group with the updated financial figures.

We write further to your request received 22 October 2024, which states:
"In November 2023, the Community Mental Health Service for Adults (CMHSA) presented a business case to the Manx Care Business Case Review Group that describes development of a service which can assess and treat adults with ADHD.

It may be held by Manx Care as both Community Mental Health Service for Adults and the Manx Care Business Case Review Group referenced in the request are operated by Manx Care.

In line with the Department of Health and Social Care’s duty to provide advice and assistance with your request under Section 15 of the Act, the Department of Health and Social Care redesigned on 01 April 2021 as a direct result of Sir Jonathan Michael’s Independent Review of the Isle of Man Health and Social Care System. This Review
continues to be a catalyst for change and improved service provision. The redesigned Department ensures the separation between the setting of policy and strategy and the delivery of services by Manx Care.
The Department is responsible for supporting the planning and assurance of health and social care services on the island. Our health services are primarily delivered by Manx Care, which is an arms-length, operationally independent statutory board, directly providing health and social care services.
The Department manages this relationship and the quality standards for health and social care services, with two key documents/processes: 1. The Mandate Framework 2. The Mandate to Manx Care
Assurance means making sure that what needs to be happening, is happening in practice. Our systems to do this are continuously developing, and this means that we regularly review the Mandate Framework and the Mandate.
During 2024-25 financial year The Department has, via The Mandate, asked Manx Care to scope what would be required to establish a diagnosis pathway for adults with attention deficit hyperactivity disorder (ADHD), the ways in which it will seek evidence of progress against this objective are as follows: - • Scoping document for the establishment of an adult ADHD diagnosis pathway, brought through a Manx Care Board sub-committee. • Proposal for ADHD diagnosis pathway presented to the Department by 30 September 2024.
The Department meets with Manx Care throughout the year to understand progress against all mandated objectives and wider system performance. The Department has not received the “Proposal for ADHD diagnosis pathway” from Manx Care. It would therefore expect to receive an update on this particular objective at the meeting scheduled for the end of November 2024. Since both the Community Mental Health Service for Adults and the Manx Care Business Case Review Group referenced in the request are operated by Manx Care, you may wish to direct this enquiry to them.
