We write further to your request, received 9 September 2024, which states:

"The number of temporary workers engaged by the department by third party recruitment agencies for the following periods, 2023 & 2024 please could these be broken down by grade, AA, AO, Secretary, EO etc.”

Our response to your request is below, we have collated this information into a table for ease of reference.

The number of workers engaged by the department by third-party recruitment agencies for 2023 and 2024 is as follows:

In line with our duty to provide advice and assistance in accordance with Section 15 of the Act, the grades you have identified for example AA, AO, EO are included on the Public Services Commission Pay Scales. The request was for “temporary workers engaged by the department by third party recruitment agencies” in this instance they are not employed directly via the Public Services Commission. Therefore, their overall employment package including terms and conditions, pension, and pay would not directly align to these grades. However, given the nature of these appointments they would correspond to officers at these grades.

We have considered Health and Care Transformation Programme in this request only from the 1 April 2024 to date. This is because the Health and Care Transformation Programme moved from the Cabinet Office to the Department of Health and Social Care on the 1 April 2024. You may wish to submit a request to the Cabinet Office which is an option available on the Freedom of Information request portal, who may be able to help you if you require information prior to this date for the Health and Care Transformation Programme.

Please note that the number provided for 2024 is based on information held at the time of the request. This number could change by the end of this year if additional temporary workers were to be engaged by the Department.
