We write further to your request, received 15 August 2024, which states:

"Please provide:

(a) copies of any written communications; and

(b) comprehensive written summaries of any non-written communications

issued by the Department (or issued by any other official body, including but not limited to any local authority or the Isle of Man Constabulary, of which the Department is aware) to or with the parking controllers who patrol Douglas Promenade where any of the communication related to the issuance of fixed penalty notices to cars parked in the disc zones on Douglas Promenade before 10:00am on Mondays to Saturdays.

Any time in the last three years."

While our aim is to provide information whenever possible, in this instance the public authority does not hold or cannot, after taking reasonable steps to do so, find some of the information that you have requested.

Officers are allocated a written rota weekly, with a beat, to be covered in whatever order they choose. The rota is subject to operational/staffing changes. The Department does not retain rota records for longer than two weeks.

On average, Beat Four is covered three times per week with the beat commencing at 9am. The Department does not hold any records which show if the officer visit to the Promenade was before 10am.

Attached in Appendix 1 is the Beat Information Sheet. Beat Four covers Douglas Promenade. The Department does not hold written summaries of non-written communications concerning this request.
