Please supply all information related to engagement with and related to a so called perhaps centralised NHS secondment pool intended to facilitate professional development or to avoid redundancy with all or some employees available at no cost to the Isle of Man Government. We write further to your request received 11 July 2024, which states:
"[1] Please supply all information related to the CEO vacancy job description and advertising channels/dates and recruitment strategy.
[2] Please supply all information related to engagement with and related to a so called perhaps centralised NHS secondment pool intended to facilitate professional development or to avoid redundancy with all or some employees available at no cost to the Isle of Man Government.
[3] Please supply all information related to the decision to outsource work permit compliance to HM AG Chambers and not to Cabinet Office OHR as confirmed by a Cabinet Office OHR senior employee."
For the purposes of clarity, we have applied the numbers [1], [2] and [3] to your above query in order to better formulate our response.

To provide you with advice and assistance, Executive appointments are not processed in the same way as other Civil Service roles in a given Department. Recruitment to a role within a Department requires the Hiring Manager, which is typically the direct line manager for the role being recruited, to coordinate the recruitment process and chair the interview panel.
The appointment of a Department’s Chief Officer, the highest role within a Department, is processed by the Cabinet Office – Office of Human Resources, the Office of the Chief Executive of the Isle of Man Government and the Public Service Commission.
Please see the Recruitment Principles and Policy, page three specifies that Chief Officer appointments are coordinated by the Chair of the Public Service Commission, the Chief
Executive Officer of the Isle of Man Government, the Minister of the Department and the Executive Director of Office of Human Resources.
We recommend that you refer your query to the Cabinet Office, Office of Human Resources who may be able to assist you.

The context of your request, and the nature of this query referring to a “NHS secondment pool”, with the intention of facilitating professional development and avoiding redundancy, is indicative that you are referring to the previous Chief Officer appointment in 2019/2020, or possibly of clinical/professional medical staff.
If referring to the former, we would recommend you contact the Cabinet Office, Office of Human Resources as indicated in our response to query 1 above.
If referring to the latter, Manx Care is responsible for delivery of health and social care services. As Manx Care is a Statutory Board, it manages its own recruitment of staff and so such an arrangement would be best queried with Manx Care.
