Dear Sir, Please may you provide me with the following information. 1. The total value of the contract between Manx Care and LV Care Group for the purposes of providing services for Summerhill View residential care home. 2. The number of organisations that applied for the contract during the tender process to take on the running of Summerhill View residential care home. Please split this figure into on-Island organisations and off-Island organisations. 3. A copy of the contract between Manx Care and LV Care Group for the running of Summerhill View residential care home. Thanks.

The current bed rate is made up of the Bed Rate per the Charging Regulations and High Rate Attendance Allowance x 45 (no of beds) x weeks in the year will give you the total annual value for 24/25 but as we don’t know exactly when the Home will open yet we don’t know how many weeks they will get paid, hence we do not know the contract value for this part year. From April 2025 the Bed Rate and AA will be different amounts (which will be publicly available) x 45 (no of beds) x weeks in the year will give you the annual contract price for 25/26 and so forth.

All the 45 residential care beds are block booked and each are at the same rate. The only variation will be IF any individuals resident at Summerhill View’s (SHV) needs change, such that they qualify for nursing care AND they are allowed to remain in SHV then the bed rate changes to nursing care rates (as per Social Security Benefits).

This is in line with section 11(3)a of the Act, as a practical refusal reason applies; namely we do not hold or cannot, after taking reasonable steps to do so, find the information that you have requested. However in order to provide advice and assistance you may be interested to know that this will be published by Procurement Services in due course at this place: https://www.gov.im/categories/business-and-industries/expressions-of-interest/ However, for your ease there were 3 qualified organisations who responded to the tender opportunity, all 3 are currently providing nursing/residential care services on the Isle of Man. For completeness there was a further expression of interest received which was rejected as the organisation did not meet the eligibility criteria set out in the Forms of Acknowledgement and Eligibility Questionnaire.

  2. While our aim is to provide information whenever possible, in this instance Manx Care is unable to provide the information you have requested. This is in line with section 11(3)a of the Act, as a practical refusal reason applies; namely we do not hold or cannot, after taking reasonable steps to do so, find the information that you have requested. However in order to provide advice and assistance you may be interested to know that we are currently in the process of concluding the contract with the Provider.
