The units consist of at least 24 single occupancy cabins located adjacent to the prison football field. Please can you confirm the following: 1. What is the total overall estimated cost of all such cabins upon installation (to include the purchase price of the cabins, fitting out, connection with services, associated labour costs and all other costs)? 2. What is the criteria which will be applied as to which prisoners will be allocated to such cabins? 3. Will both men and women be accommodated in the cabins? 4. When will the first prisoners move in to any of the cabins? 5. Will prisoners housed in the cabins be subject to the same cell opening/lockup times and regime as within the main prison wings? We write further to your request, received 20 June 2024, which states:

"New accommodation cabins have recently been installed within the secure grounds of Jurby Prison. The units consist of at least 24 single occupancy cabins located adjacent to the prison football field.
Please can you confirm the following:
1. What is the total overall estimated cost of all such cabins upon installation (to include the purchase price of the cabins, fitting out, connection with services, associated labour costs and all other costs)?
2. What is the criteria which will be applied as to which prisoners will be allocated to such cabins?
3. Will both men and women be accommodated in the cabins?
4. When will the first prisoners move in to any of the cabins?
5. Will prisoners housed in the cabins be subject to the same cell opening/lockup times and regime as within the main prison wings?

While our aim is to provide information whenever possible, in this instance the public authority does not hold or cannot, after taking reasonable steps to do so, find some of the information that you have requested. This is because the procedures relating to the Cabins are yet to be officially documented and finalised as at the date of your request. Answers have been provided to the extent that such matters are known by the Prison Management Team.

  1. What is the total overall estimated cost of all such cabins upon installation (to include the purchase price of the cabins, fitting out, connection with services, associated labour costs and all other costs)?

Response: The total overall estimated cost upon installation to include the items mentioned above is £191,366.33. This estimate is based on the Department’s understanding, quotes, and conversations with suppliers and contractors, as at the date of your request. The final overall costs remain to be determined.

  1. What is the criteria which will be applied as to which prisoners will be allocated to such cabins?

Response: This information is not held as at the date of your request. However, the following information is provided in line with the Department’s duty to advise and assist under Section 15 of the Freedom of Information Act 2015 (“the Act”): the relevant criteria are currently under development.

  1. Will both men and women be accommodated in the cabins?

Response: No, only male prisoners will be accommodated in the cabins. The capacity issues to be addressed by the implementation of the cabins are limited to the wings holding male prisoners.

  1. When will the first prisoners move in to any of the cabins?

Response: This information is not held (unknown at present and to be determined following establishment of the aforementioned criteria relating to the category/categories of prisoner to be transferred).

  1. Will prisoners housed in the cabins be subject to the same cell opening/lockup times and regime as within the main prison wings?

Response: This information is not held. In line with our duty to advise and assist, we are advised that the relevant routines and regimes are to be finalised and are contingent on the category/categories of prisoner to be relocated to the cabins (which remains to be determined, as advised in our response to Question 2, above).
