Policy It is the Isle of Man Fire and Rescue Service’s (FRS) policy to ensure that so far as is reasonably practicable it maintains a sufficient number of personnel who are readily available to respond to a call for our assistance.
Policy Statement In order to achieve the aim of this policy the FRS provides its operational personnel with alerter’s and requires them to inform the Emergency Services Joint Control Room (ESJCR) when they are unavailable for call. This measure alone will only show the Service’s depletion monitoring system how many personnel are available, it cannot predict how long it will take for these personnel to attend their station. It is for this reason that the guidelines below are issued. These guidelines will enable the Service to ensure, so far as is reasonably possible, that it can provide a timely response to emergency calls and allow Incident Commanders to make judgements and decisions based on the knowledge that assistance that has been requested or was on the original pre determined attendance will be on scene within an expected timescale.

"Within the Isle of Man government, several departments have 'on-call' staff who return to work outside of their core hours;

1) How many hours 'on-call' are these staff expected to provide to their employer?

2) What is the hourly rate and/or call-out fee paid to these staff?

3) What amount of time are they expected to respond to a 'call-out' in?"

Our response to your request is as follows:

Within the Department of Home Affairs (the “Department”), we have three Divisions which have defined on-call requirements, where staff can either volunteer, or expect due to the nature of their role, to provide on-call services to the Department. These are; the Communications Division, the Fire and Rescue Service and the Prison and Probation Service.

Other variations of on-call requirements (such as the duties of the Relief Coroner’s Office, which are the responsibility of the Department, but typically carried out by Police Officers) exist and, where applicable, have been referenced in this response.

Please note, the Freedom of Information Act 2015 (the “Act”) gives Manx residents the right to request access to Government information, which is defined as meaning “information recorded in any format”. Therefore, our searches have focused on the records that are held by, or otherwise available to the Department (e.g. through the Office of Human Resources (“OHR”)) that are relevant to your query. Where more context is required, we have provided this in line with our duty to provide advice and assistance under section 15 of the Act. Where appropriate, we have also applied a section 20 exemption to your request, as that information is available by other means, in this case, we have provided direction to the information requested.

1) How many hours 'on-call' are these staff expected to provide to their employer?

While our aim is to provide information whenever possible, under section 20 of the Act, we are not required to provide information in response to a request if it is already reasonably accessible to you, whether free of charge or on payment of a fee. This information can be found on the OHR website, Office of Human Resources | Overtime (gov.im), under Regulation C47.

Communications: Please see annex-c2xii-dha-first-call-comms-div-tech-staff.pdf (gov.im) regarding “Technical Staff”. The on-call nature of these roles operates on a “standby basis”, which is explained in the attached. In addition, 15-083-cs-anex-c2- xvii-dha-first-on-call.pdf (gov.im) regarding “Communications Staff”. In practice, this means that in a standard month, officers on-call are expected to provide 128 hours of cover.

Fire & Rescue:
In practice, variations of Fire & Rescues on-call hours can be requested by all staff members; these are considered on a case-by-case basis. The expected hours are as follows;
• Standard Wholetime Operational staff up to and including Sub-Officer are on-call 84 hours per week for 46 weeks per year. • Wholetime Senior Officers are on call 31.5 hours per week minus annual leave periods. • Standard Retained staff are on-call up to 120 hours per week for 48 weeks per year.
