Introduction The Isle of Man is the home of the Island Games which was first established in 1985 as part of the year of Sport. The Games have since grown and become an established international event taking place every 2 years in one of the 23 Islands that now participate. The Isle of Man last hosted the Island Games in 2001,and is an international event of 7 days of competition involving 14 sports and around 4,000 competitors, coaches, officials and spectators from the Islands involved.
Following meetings and presentations in Guernsey at the 2023 Games, the Isle of Man has been awarded ‘preferred bidder status’ by the International Island Games Committee (IIGA). This decision will likely be ratified and confirmed in July 2024 in Orkney at the IIGA AGM, which is held 12 months before the Orkney Island Games in 2025. Appendix 1 – Bid document
Treasury approval for revenue funding of £1.9million has been agreed in April 2022 (Treasury Paper 22/249), which is based on a budget forecast build at 2021 prices. Recent inflationary increase would suggest that a more accurate figure is now in excess of £2million and by 2029 will be greater still.

Background Following the presentation of the IOM 2029 bid at the 2023 Guernsey Games, an inspection visit of the IIGA took place in October 2023 to look at the Island’s sports facility portfolio and sporting infrastructure. The inspection visit team also met with the 2029 Bid / Organising Committee, which consists of senior officers from the following Departments:
• DOI Bus Vannin (Transport) • DfE Visit IOM (Hotel accommodation) • DHA (Policing) • DOI Airport (Travel) • DHA (Emergency Planning)
• IGAM (Island Games of Mann) Association
• IOM Sport
• DESC (Manx Sport & Recreation)

Whilst recognising that there will be a financial cost to hosting the 2029 Island Games, there will also be an economic benefit to the Island too. With the anticipated number of people travelling and staying on the Isle of Man for the duration of the Games, it is anticipated the economic benefit achieved will be greater than the cost to host the Games.
Data taken from https://www.gov.im/media/1365787/2019-02-22-passenger-survey-annual- report-2018-v2.pdf identifies that the average visitor spend (2018) was £88.90 per day. The Island Games will be a 7 day event and is anticipated to bring approximately 4,000 people to the Isle of Man – therefore generating an economic benefit of around £2,489,200 (at 2018 prices).

Engagement

The Isle of Man is fortunate in that it has the facilities, infrastructure and capability to host any of the 18 Island Games Sports and as a result, the Bid / Organising Committee believed engagement with all sports prior to the final decision and selection of sports was necessary. A survey / questionnaire was sent to all 18 sports to understand their appetite for being involved in the 2029 Games and to ascertain key information from each in regards to the following areas: • Current participation levels (junior, adult, male and female) on Island and in previous Island Games • Facilities required and proposed locations • Technical Officials (current levels and requirements for the Games)
• Impact, including spectator capability and capacity • Cost
• Governance Appendix 2 - Questionnaire document
