Any role that requires a Market Rating needs to be approved by the PSC. To progress this please would you be able to provide me with the following: 1) a rationale explaining the need for a technical/Market Rated grade (e.g. specialist skills/qualifications, hard to recruit/technical role etc.). This can include: any background/relevant information (e.g. has a similar role been market rating and or if you have failed to recruit previously, supporting evidence/research e.g.: online information/salaries/job descriptions/adverts for similar types of roles either or internally /externally. (In addition if you are looking for a specific % of Market Rating please give details as to why this would be an appropriate grade). 2) a copy of the organisational chart for your area which is to include this role 3) The latest version of the job description and person specification 4) An email from the Chief Executive / accounting officer of your department to support this and confirm that sufficient funding is available In line with the MR Framework, once received I will also seek any relevant information to support the Market Rating and prepare a briefing paper which will be submitted to the Public Service Commission for approval/sign off. Following the ‘industrial JEGS project’, this group of staff were expecting a Market Rating exercise to be undertaken. Today I was made aware that Paul Clarkson is currently not available so hoping you will be able to take a look over the below email. I’ve explained to that you have to review the role first to find the ‘base grade’ (which currently they are a base grade of Skill Zone 3). I spoke to the post holder who provided some information, however I advised that this should be discussed and forwarded on to their line manager who would then need to provide a rationale for a Market rating exercise to go ahead.
