Summary

The request sought documentation for the creation of the Farm Carbon Engagement Officer position, including the business case and draft contract. The Department of Environment, Food and Agriculture released some information regarding project scope and salary calculations but withheld other details as out of scope.

Key Facts

  • The position is a 2-year Limited Term Appointment (LTA) intended to launch the project and train farmers on the Farm Carbon Calculator.
  • Future plans involve reviewing the Calculator's effectiveness after two years to determine if it reduces data monitoring workload for the GHG inventory.
  • Salary estimates were calculated using the maximum pay band to account for potential negotiated increases and budget margins.
  • The business case was prepared for submission to the Treasury Board in January 2024.
  • Several sections of the correspondence were redacted as being out of scope for the request.

4. Scope of the project appears to be extensive. Is a single person 2 year LTA sufficient? While it is recognised that the Agriculture team are in need of a long term staff member to undertake this type of work and provide regular in person farmer communication and advice, this appointment is envisaged to help get the project up and running. When farmers are familiar with the Calculator, the idea is that less training will be required. 5. There appears to be lots of ongoing work around data monitoring and collation. What is the plan after 2 year LTA to bring into BAU? The plan is that the Farm Carbon Calculator will be a streamlined method of data collection and that after two years, we can assess if the Calculator has been a helpful tool in reducing this workload and collating data for submission to Aether for our GHG inventory. After 2 years, we will need to review if we continue with the Calculator.
How has EO basic pay been estimated? Pay scales are currently £34,731, £37,629,
£40,577 and so it is unclear what this based upon. Also, pay awards are not anticipated
within bids as there is no evidence on which to base the uplift.

Purpose of the Paper: This paper seeks consideration and approval of a Farm Carbon Auditing project, including: i) appointment of a contractor to prepare and roll-out an Isle of Man specific carbon calculator for the agricultural industry, and; ii) the 2-year appointment of a staff member to facilitate the roll-out of the auditing project on farms, engage with the agriculture industry on the project and assist with the implementation of emission reduction measures (including review of existing funding schemes and implementing subsequent amendments). Total cost = £148,400
Business Government
Benefit to local farmers in terms of training and understanding how emissions reductions measures can result in greater productivity. Healthier farming industry will have a benefit for the Island economy. Farmers will have carbon audit data available to provide to retailers who may have stringent requirements on climate reporting. Carbon auditing will provide opportunities for linkages with the private sector for funding of projects related to ESG targets. N/A
Social Environmental
• Improvement in the quality of food produced is expected as a result of good farm management practices relating to emission reduction measures. • Improved air quality through emission reduction measures. • The project includes training of farmers in terms of carbon auditing and reducing GHG emissions on farms, a benefit that is seen to have lasting positive benefits to those trained and future generations of farmers. • The project includes in-person assistance for farmers in carbon auditing, understanding how their data can be collected and what benefits the reporting of it can offer them, training in terms of reducing GHG emissions and understanding how they can improve productivity through these measures. The project also includes provision of grants / financial assistance for carbon audits and emission reduction measures. • Engagement will specifically be with the farming community through various workshops, MNFU meetings and in-person meetings. • Reduction in GHG emissions • Reduction in air pollutants (e.g. reducing fuel use, covering slurry stores). • Land improvements proposed as part of the emission reduction measures proposed will enhance available habitats and opportunities for increased biodiversity on farms. • Beneficial land improvements will hopefully be implemented, such as peatland restoration or changes in pasture types (e.g. hay meadows / agroforestry), improved land-management and reduced ploughing / tilling and tree-planting integrated into farming practices. • Promotion of practices that improve soil and water quality, which will have downstream impacts. • Improved land management from long-term emissions reduction measures resulting in better water retention and soil structure. • Recommended emission reduction measures may result in decreased use of unsustainable products.
GDPR Equality
A Data Protection Impact Assessment has been undertaken and currently pending review by the DEFA Data Protection Officer (DPO). All groups will be given the opportunity to apply for funding for implementing emission reduction measures, and incentives are proposed to be offered for farm carbon auditing in the initial phase of the project (i.e. setting up and training phase).
ENVIRONMENTAL Scores Action Justification Reviewed Recommendation Follow up Conclusion
GHGs 4 No action required The impact will last for the long term as proposed measures to reduce emissions on farms will be implemented for the long-term and the aim to change farming practices. The delivery location is across all farms on Island, and will contribute to reduced emissions for the Island as a whole.
Air Quality 4 No action required The proposed emission reduction measures will aim to reduce air pollutants (e.g. reducing fuel use, covering slurry stores). The delivery location is all farms across the Island, but improved air quality will be beneficial for the whole Island and not just on farms.
Sustainable Transport 0 No action required. Apart from proposing reducing in fuel use on farms, measures proposed will be farm specific and not transport related.
Land Use Change 4 No action required Land improvements proposed as part of the emission reduction measures proposed will enhance available habitats and opportunities for increased biodiversity on farms. For example, preventing erosion of soils and restoring exposed peatland will provide valuable habitats for important species who depend on healthy soil conditions. Reducing ploughing, tilling and fertiliser use will allow greater variation in vegetation species present on grazing areas, which will be beneficial for pollinating invertebrates and animals that feed on them.
Biodiversity 4 No action required Project is specifically related to data collection and engagement with farmers on emission reduction measures, however as a result of this engagement some beneficial land improvements will hopefully be implemented, such as peatland restoration or changes in pasture types (e.g. hay meadows / agroforestry), improved land-management and reduced ploughing / tilling and tree-planting integrated into farming practices. Improved land management will impact beyond farm boundaries (e.g. better downstream water quality, improved biodiversity and habitat availability).
S H o e i a l, l t W h atercourse and Marine 4 No action required Proposed emission reduction measures will include the promotion of practices that improve soil and water quality, which will have downstream impacts.
Climate Change Adaptation 4 No action required Some positive impacts on climate change adaptation from this project, such as improved land management from long-term emissions reduction measures resulting in better water retention and soil structure.
Energy Use 0 No action required. No anticipated impacts on energy use.
Waste -2 Review - identify possible improvements One of the emission reduction measures to be proposed through this project is reduced food waste from farms. Other measures to reduce waste will be investigated as part of the process.
Sustainable Materials 2 No action required Recommended emission reduction measures may result in decreased use of unsustainable products (e.g. imported soya as livestock feed) and switches to more sustainable materials (e.g. better quality fertilisers used less often and in the right locations).

Our ex inventory manager sits on the Board at Treasury so will understand the paper really well (just debating whether to reach out to him in advance to see if he thinks we are missing anything) Only added in a few bits.   Aly   From: Taylor, Kelly Kelly.Taylor@gov.im Sent: 30 October 2023 14:53 To: Lewin, Aly (DEFA) Aly.Lewin2@gov.im Subject: Farm Carbon Auditing - Business Case   Hi Aly   Can you please have a look through the draft of the Business case for Farm Carbon Auditing? There are some things I’ve highlighted where I’m waiting for some info, e.g. CIA still being completed and waiting on annual fee estimate from Emma (the estimate in the proposal doesn’t include as many farmer users as we need).   Please see what you think and let me know if you suggest any changes   Thanks,   KELLY TAYLOR CLIMATE CHANGE PARTNER: LAND, SEA & NATURE Climate Change Transformation Team Department of Environment, Food & Agriculture   The content of this email is confidential and intended for the recipient specified in message only.
