We write further to your request which was received on 8 March 2018 and which states:
"I would like to know the names of the companies who have put in a bid for the tender of Family Placement Service. I do not require any financial information just the names. If this information is protected by commercial confidentiality please provide the relevant clause which refers to it in the tender process documents."
This request is being handled under the Freedom of Information Act 2015.
While our aim is to provide information whenever possible, in this instance Department of Health and Social Care (“the Department”) is unable to provide the information you have requested. This is in line with section 11(3)a of the Act, as a practical refusal reason applies; namely we do not hold or cannot, after taking reasonable steps to do so, find the information that you have requested. This is on the grounds that the Department has not issued an Invitation to Tender and therefore do not hold any information in regard to any ‘bid’.
