The requester asked for the specific costs of scanning health records at Noble's Hospital and the cost of doctors using the MISL system. Dear REQUEST UNDER THE FREEDOM OF INFORMATION ACT 2015 (“the Act”) Thank you for your request to the Department of Health and Social Care, dated 15 May 2017 Your request Following clarification with the FOI Team, you asked: Question 01: “What is the cost of scanning [for the Noble’s Hospital Digital Records Scanning Project]? Question 02: “What is the cost of doctors using [MISL]?”
Response to your request While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested. The reasons are shown as part of the corresponding answers below. Question 01: What is the cost of scanning for the Noble’s Hospital Digital Records Scanning Project? In response to Question 01, whilst our aim is to provide information whenever possible, in this instance the Department does not hold or cannot, after taking reasonable steps to do so, find the specific information to answer your question and we must refuse this request under Section 11 (3)(a) of the Act (practical refusal reason). The Department’s justification for this refusal is that the scanning objective of the Noble’s Hospital Digital Health Records Programme is still in the early stages. As this objective’s costs are linked to a price per page scanned the actual final full costs have not yet been established. However, it might be of some assistance to you to know that the total budget of the Digital Health Records Programme, including resources, hardware, software and scanning is £3,300,000 over five years.

Question 02: What is the cost of doctors using MISL?
In response to Question 02, MISL (Total Document Management) is providing a
service to the Department to scan and digitise medical records. Once digitised these
records are uploaded by medical records staff to a piece of software called MediViewer,
an electronic document management system. Once the medical records have been
uploaded to MediViewer they can be accessed by our doctors and other relevant
healthcare professionals.
Whilst our aim is to provide information whenever possible, in this instance the
Department does not hold or cannot, after taking reasonable steps to do so, find the
specific information to answer your question and we must refuse this request under
Section 11 (3)(a) of the Act (practical refusal reason). The Department’s justification for
this refusal is that the cost of doctors using this electronic system from scanning by
MISL to retrieval of patient records on MediViewer, cannot be specifically captured the
Department.
