Good afternoon everyone,
I’m conscious I’ve not been to COG for some time to give you an update on the Digital Strategy and to rectify that
please find attached two documents and a summary below.
The first document is the infographic which shows on one page all the activities completed, in delivery and in early
definition across each of the digital programme themes and the second is the detailed extract showing the status of
each active project within the last couple of weeks. Combined they should give you a good reflection on areas of
interest for you ‐ in some cases we are already represented at your SLT and can discuss, in others we’d be happy to
come along at any point.
They show a large amount of change underway – but also some really good deliveries that have already taken place
since June last year.
As always any questions just ask and please feel free to share this note internally as you see fit.
One point I would emphasise is the new funding model – agreed with Treasury and CoMin is a really positive step –
it seeks to encourage ideas, reward the sponsoring depts and create a sustainable transformation fund.
On this model – with the 4 main projects recently taken through (Nobles Digital , EMIS Community System, Police
Core System & People Information Project) – we have agreed £7m of cash benefits and £21m of non‐cash benefits
and therefore the original £5m + £5m targets have been cleared and have a fully funded change programme with
more projects being initiated all the time. We are also building a perpetual financial model to be able to do more
change – the only certainty we have.

Summary
Subsequent to the approval in Tynwald in June 2015, significant work has continued against the main Digital
Strategy initiatives.
A summary of the principles and programmes is attached with highlights and specific updates as at the end
of September for 75 projects which are now under formal Digital Strategy Governance at various stages
from Definition through to Delivery (up from 46 as at end of September 15).
In addition GTS is running 64 projects outside this reporting mechanism.
Funding / Benefits Case
Following the approval by Tynwald as part of the 2016/2017 Budget, the £5m Digital Strategy Fund was
established.
Bids to date total £4.2m of funding have been approved for Nobles Digital Record, EMIS Community System,
Police Core System and People Information Project.

These four projects have been through extensive governance and scrutiny including PWC assessment,
Treasury and Council of Minister’s approval and have signed off benefits cases that will deliver :
o £9.2m of cash benefits agreed by sponsors across five years;
o £7m of net‐cash benefits agreed by sponsors across five years with a recurring tail of £2m pa of
future cash savings;
o £21.3m across the five year project horizons with a recurring tail of £5m pa ongoing value at the end
of the measured periods.
This model of benefit sharing (whereby sponsoring unit agrees some of the cash benefits are retained ‐25%,
some are passed back to Treasury – 25% and some are moved to a perpetual digital strategy fund
programme – 50%) is working well and will deliver a sustainable change capability in future years.
These four projects alone will deliver a £0.9m perpetual change capability and more projects are now being
taken through the model with a further four under final consideration.
Four further projects are in final approval that will deliver a further £2m of cash and £1m of non‐cash
benefits across the five years (Jobseekers database, Dial A Ride, Drivers & Vehicles phase 1 and Nobles
Clinical Noting).
