I write in connection with your request for information dated 12th September 2017, which was received by this office on 12th September 2017. I note you seek access to the following information:
i. Since 1st January 2013 on how many occasions (specifically when) have representatives of Arbory Parish Commissioners raised concerns regarding the dangers posed by traffic in the vicinity of Arbory School with the RPU and the SNPT, through correspondence, meetings of the Southern Multi Agency Community Partnership (its predecessor(s) or successor(s) if applicable) or by other means?
ii. If any please state the nature of the concerns raised;
iii. Since 1 January 2013 (in each calendar year to date) how many individuals have been prosecuted for road traffic offences in the vicinity of Arbory School (A7 Ballabeg)?
iv. What was the nature of the offences for which these prosecutions (if any) were brought?
v. Since 1 January 2013 (in each calendar year to date) how many Fixed Penalty Notices/Endorseable FPN have been issued by the Constabulary for road traffic offences in the vicinity of Arbory School Ballabeg (A7 Colby) and for what offences?
Following receipt of your request searches were conducted within the Isle of Man Constabulary to locate information relevant to your request. I can confirm that the Isle of Man Constabulary hold the information you have requested.
To locate the information relevant to your request searches were conducted within the Roads Policing Unit, Southern Neighbourhood Policing Team, Analysts Department and the Senior Command Team Secretary.
I have today decided to disclose the located information to you in full.
i. Since 1st January 2013 on how many occasions (specifically when) have representatives of Arbory Parish Commissioners raised concerns regarding the dangers posed by traffic in the vicinity of Arbory School with the RPU and the SNPT, through correspondence, meetings of the Southern Multi Agency Community Partnership (its predecessor(s) or successor(s) if applicable) or by other means?
In respect of your question a search was conducted of the correspondence received in the Chief Constables office – no record of any such letters or matters was received. The Roads Policing Unit was also asked concerning the matter and stated that they had received no such correspondence. The Southern Neighbourhood Policing Team had no correspondence on the matter but reference had been made to Arbory School on two occasions:
The Constabulary is only able to locate one instance where the issues you have asked about have been raised with the Constabulary.
On 8th December 2015 at the Southern Neighbourhood Policing Team Multi Agency Partnership meeting the school was mentioned and the minute reads:
Arbory School – complaint re. speed in which vehicles travel past school & the way in which parents park their vehicles. Officers spending more time there & have been out with the laser.
There was another matter raised concerning the school but this was not concerning speed of vehicles etc. It related to dog excrement and concerns in respect of this:
The minute in respect of that reads – dated 25th February 2014:
Have received complaints from Arbory School re. dog fouling on the pavement. Along with the
official Commissioners posters, students from Arbory School have also designed posters. These
have been put up. A wide angled, sensor activated, camera has also been put up. Camera will be
at location for a couple more weeks and there moving to another problem area – Friary Park. Dog
fouling no longer an issue outside school. Nothing has been put on in social media.
Commissioners could prosecute under By Laws.

The Constabulary takes a serious position when it comes to speed around children and in particular in school areas. Where possible patrols attend such areas and when possible conduct enforcement action and awareness.
