I write in connection with your request for information dated 31st May 2017, which was received by this office on 31st May 2017. I note you seek access to the following information: I am seeking information in relation to the "Sex Offenders' Register" created by Criminal Justice Act 2001 namely: 1. As of 31 May 2017, how many individuals are on the Island's "Sex Offenders' Register" (the numerical total broken down by gender)? 2. How many of these offenders are on the Register due to convictions or cautions resulting from: a. Offences contrary to the Sexual Offences Act 1992 broken down by section viz: Section 1 (rape); Section 2 (procurement by threats or lies); Section 3 (administering drugs to obtain or facilitate sexual act); Section 4 (intercourse with young people); Section 5 (sexual act with subnormal person); Section 6 (sexual act with a mental patient); Section 7 (incest); Section 8 (incitement to commit incest); Section 9 (unnatural offences); Section 11 (assault with intent to commit buggery); Section 12 (bestiality); Section 13 (indecent assault); Section 14 (indecent conduct towards young people); Section 18 (procurement of a young person); Section 19 (procurement of subnormal person); Section 23 (causing or encouraging prostitution of, intercourse with, or indecent assault on, young people); Section 24 (causing or encouraging prostitution of subnormal person); Section 25 (living on or controlling prostitution); Section 28 (keeping a brothel); b. an offence under Schedule 3 to the Criminal Justice Act 2001 (indecent photographs of children); c. an offence under Section 178 of the Customs and Excise Management Act 1986 (penalty for fraudulent evasion of duty etc.) in relation to goods prohibited to be imported under section 42 of the Customs Consolidation Act 1876 (prohibitions and restrictions) (an Act of Parliament) as it has effect in the Island; d. offences under Section 2 of the Obscene Publications and Indecent Advertisements Act 1907 (printing, selling, etc. indecent or obscene publications); e. an offence under Section 9 of the Theft Act 1981 of burglary with intent to commit rape; f. an offence of conspiracy to commit any of those offences; g. an offence of attempting to commit any of those offences; h. an offence under Section 9A of the Sexual Offences Act 1992 (abuse of position of trust); i. an offence under Section 18A of the Sexual Offences Act 1992 (meeting a person under 16 following sexual grooming); and j. an offence of inciting another to commit any of those offences. Following receipt of your request searches were conducted within the Isle of Man Constabulary to locate information relevant to your request. I can confirm that the Isle of Man Constabulary hold the information you have requested. To locate the information relevant to your request searches were conducted within the Multi Agency Public Protection Unit (MAPPU) Department. I have today decided to disclose the located information to you in full. 1: There are 51 people on the IOM Sex Offenders Register. Of those 51, 5 live off Island. There are 9 people who are currently in prison serving custodial terms, who will be Registered on their release. There are also 4 UK Registered Sex Offenders living on the Island. All are male. 2: Many of those convicted and placed on the register have been convicted of multiple offences, for the purposes of this FOI request the Constabulary has selected each person's predominate offence: l Indecent images (Criminal Justice Act 2001 2001) - 18 ),., US! Buggery (Sect 9 Sexual Offences Act 1992) - 1 The Constabulary takes its responsibilities for Keeping People Safe in respect of the management of Sexual Offenders seriously. We work in partnership with other agencies to ensure that offences are prevented, detected and at risk behaviour is monitored. In order to achieve this the Constabulary has an appointed officer to monitor and engage with those who are on the Sex Offenders Register.
