Response 1:
I would like to make a freedom of information request for the allocated budget for the Road Safety Unit & Roads Policing Unit? (2017/18 Budget Year)
Response:
There is no specific budget set up for Road Safety. In 2016 the Constabulary took over the responsibility for the Road Safety department from the Department of Infrastructure. The Constabulary absorbed two full time equivalent staff into this and a number of school crossing operatives. All salaries etc were absorbed into the Constabulary budget in respect of support staff. The Roads Policing Unit has a dedicated resource which consists of one lead Inspector, one Sergeant and five Constables.
In addition to this staff there is allocated budget for a contract post of a fleet manager.
Road Safety and Roads Policing is a strategic priority for the Constabulary and whilst it is the case that there is a budget in terms of staffing the details of this can be found on the Isle of Man Government website
https://www.gov.im/hr/iompsc/cs_regs/annexes/annexc1.xml
The Roads Policing Unit has at its disposal a number of pieces of equipment which are replaced and managed periodically and this forms part of Constabulary planning towards its capital replacement programme.
As a strategic priority for the Constabulary every employee has a responsibility for Roads Policing and therefore it is not possible to apply a figure in respect of Roads Policing in general terms.
Roads Policing focuses on the Fatal 4
Motorists travelling at excessive speed. Motorists who fail to wear a seatbelt. Motorists who drink and drive. Motorists who drive whilst using their mobile phone. This includes focused campaigns in key areas, the Roads Safety Unit leads on these and does so in a cost effective manner through sponsorship and partnership. The Constabulary also focuses on campaigns around the TT and Festival of Motorcycling events. The Constabulary works in partnerships with many agencies both governmental and non-governmental in respect of roads safety and making the Islands roads as safe as possible.
It also ties in with the UK led Campaigns on Drink driving and the THINK Campaign focusing on Motorcycling. Roads Safety and Roads Policing are a very important part of what the Constabulary does and there is no specific budget for this purpose.
