23rd January 2017 MEOIRYN SHEE-ELLAN VANNIN Our Ref: IM731501 ISLE OF MAN CONSTABULARY Freedom of Information Dear I write in connection with your request for information dated gth January 2017, which was received by this office on gth January 2017. I note you seek access to the following information: 1. How many of the Constabulary's serving constables have passed the sergeant's exams but are awaiting promotion? a. How many serving constables have been promoted to sergeant in the past 2 years; and. b. How many serving sergeants have been promoted to inspector in the past 2 years; and c. What is the current forecast for promotion between the ranks of constable to sergeant, and sergeant to Inspector, that will be available within the next 4 years. 2.How often your officers have to perform fitness tests, as part of their duties a.Details of the fitness test (What they are required to perform) b.How many officers failed their fitness test in the past two years c.What happens when an officer fails a fitness test. 3. I understand that police officers are required to notify the Constabulary if they have second jobs or income. Please provide a list of the second jobs, or source of second income, currently declared to the force and the rank of the officer making that declaration. Following receipt of your request searches were conducted within the Isle of Man Constabulary to locate information relevant to your request. Officers are required to warm up, running from level O to level 2, followed by a series of stretches, before commencing the JRFT to level 5.4. Q2b) How many have failed in the last two years? A: 2 Q2c: What happens if an officer fails the test? Currently the Constabulary allows officers the opportunity to retake the test after a period where they can try and attain a fitness level in order to pass the test. This is set to change and officers will then be given an Action Plan and a set period within they must retake the test. If failed again then Unsatisfactory Performance procedures under Police Conduct regulations may be considered. The Constabulary sees supporting officers in order to pass this test as being important but ultimately it is for the officer themselves to take personal responsibility and maintain a fitness level which enables them to pass the test. The Constabulary has a Training Sergeant whose portfolio extends as a ·-· qualified Physical Training Instructor {PTI). Any officer who in future fails the Fitness Test will receive an Action Plan from their Supervisor and then be referred to the Force PTI who will assist with a remedial Fitness Plan. The officer will then be expected to follow said plan and retake the test. The role of a Police Officer requires a level of fitness and the aim of the organisation is to encourage staff to leave healthy lifestyles. There is support through a regular wellbeing at work "biog" which provides messages of support in healthy lifestyles. Q3: Secondary employment - provide a list of the second jobs, and the rank of the officer making that declaration. A: Police Regulations require officers to declare secondary employment, either paid or unpaid. The Constabulary has a Standard Operating Procedure covering the process and procedures regarding secondary employment for police officers. The Constabulary has published this SOP on their website. A list of secondary jobs and their rank is detailed below.
