While our aim is to provide information whenever possible, in this instance a practical refusal reason applies under section 11(3)(a) [the public authority does not hold or cannot, after taking reasonable steps to do so, find the information that the applicant has requested].
In the interests of providing advice and assistance [s15 of the Act], you may wish to consider submitting your request to the Cabinet Office who may be able to assist you with the information you are seeking.
