Please provide the following information: 1. Please provide any recorded information which shows how much the Isle of Man Government (Treasury) paid KPMG for the following phases of the 'Our Big Picture' work, which informed the draft of the Isle of Man's new economic strategy -- costs incurred for policy and research work (phase I) - costs incurred for the preparation of the report (phase II) 2. Please provide any recorded information which shows how many hours the Isle of Man Government (Treasury) instructed/advised KPMG to spend on the project (billable hours)? 3. Please provide any recorded information from the Treasury which shows how many responses to tender were received for this piece of work broken down between on-Island and off-Island companies?

The payments have been made in accordance with the pricing schedule to the Framework Agreement between the Treasury and KPMG, which is as follows –
In relation to the second part of your request and as advised in our correspondence of 31 August 2022, the agreement between the Treasury and KPMG is based upon deliverables, rather than billable hours. Due to this, the Treasury has not instructed or advised KPMG how many hours to spend on the project.
For this reason, a practical refusal reason under section 11(3)(a) of the Act applies to this part of your request as the information you have requested is not held by the Treasury.
In relation to part 3 of your request, the Department for Enterprise has previously published the information you have requested in its response to FOI request 240589. This response is available on the Isle of Man Government’s disclosure log for FOI requests by searching by the title of the request: “Cost of KPMG ‘Our Big Picture’ work –

As this information is already available to you an absolute exemption under section 20 of the Act applies to this part of your request (Information accessible to the applicant by other means).
