For advice and assistance, Cabinet Office provides the following contextual information: • Total days lost data is provided for the financial year (1 April to 31 March). Full- Time Equivalent (FTE) measures an individual’s working hours as a proportion of their standard full-time contract. Number of employees is reported as FTE as standard within Office of Human Resources (OHR). FTE is calculated as an average for FTE across March each year. • The data reflects the information captured within the OHR system and organisation at the time it is produced. Earlier datasets may include Crown appointments and board or committee members which are excluded from later reports as they are not classed as employees. Where errors existed in the HR system or where data was entered late into the system, this will be reflected in the generated data. • A change in HR systems occurred during the period in 2018, which may cause slight differences in how sickness absence days and FTE are recorded between the prior system (Oracle) and the new system (PiP). The data is unclear regarding how data was gathered for days lost in Oracle. Within PiP days lost are calculated for part-time staff as a full day regardless of whether an employee works 0.1 FTE or 1 FTE and days lost does not include weekends but does include bank holidays. • Casual staff (i.e. staff with no contracted hours and with no obligation to take up or be offered work) are not included as they are recorded as 0 FTE. These contracts do not typically have any entitlement to paid sick leave and sickness absence is not recorded on the HR system. • Over the period there have been changes in Department and Board structures, functions and names. The data above includes employees that would be found within Cabinet Office, DfE, DESC, DEFA, DHSC, DHA, DOI, Manx Care, Treasury, Manx National Heritage, Public Sector Pensions Authority, H.M. Attorney General’s Chambers and General Registry regardless of the name of the body when the data was extracted. • The Gambling Supervision Commission, the Clerk of Tynwald’s Office and Information Commissioner’s Office are included from 2016. Following its formation, the Financial Intelligence Unit is included from 2018. • The Financial Services Authority and Manx Industrial Relations Service, Veterans Welfare are included in 2016, 2020 and 2022. CURA is included in 2014, 2018, 2020 and 2022. IOM Water and Sewerage Authority was included in 2012, 2014 and 2016 before staff were transferred to MUA. Manx Heritage Foundation was included in 2016. The Manx Utilities Authority and IoM Post Office are not included in any data as it is not held by OHR. • Data for 2012 extracted was in May 2012. Data for 2014 sickness was extracted in July 2014 and FTE in November 2014. Data for 2016 was extracted May 2016. Data for 2018 was extracted May 2018. Data for 2020 was extracted May 2020. Data for 2022 was extracted August 2022.
