Whilst the Department has been extensively involved in the project, the contract with KPMG was entered into by Treasury and any payments made against the contract were the responsibility of Treasury. Similarly, the Department does not hold information relating to the total hours spent on the project. As such, you may wish to make a request to Treasury for the information you are seeking. In relation to the third part of your request, the Department was a party to the initial tender process led by Treasury, and can confirm that sixteen responses were initially received following an expressions of interest process of which three were from on-Island companies. Five companies subsequently progressed to the formal bidding stage, of which one was based on-Island.
