Is the PiP system capable of fulfilling the legal obligations* as set out in the Annual Leave Regulations 2007 for workers receiving 'Rolled up' holiday pay. (PiP) relating to payslips issued by the https://pipforme.gov.im/ website.
While our aim is to provide information whenever possible, in this instance the Cabinet
Office does not hold the information that you have requested.
The Office of Human Resources resolve queries as they arise on an individual basis and do not collate records of these; it is not therefore possible to provide a table of the information requested. Where records are held of actions being required to address system functionality there are no open or closed records relating to pay slips. 2. Is the PiP system capable of fulfilling the legal obligations as set out in the Annual Leave Regulations 2007 for workers receiving 'Rolled up' holiday pay. 'Rolled up' holiday pay being an addition to the worker's ordinary wages in respect of annual leave, usually appropriate for casual workers engaged on an ad-hoc basis (paid by the hour). 'Rolled up' holiday pay amount or proportion is a genuine addition to the ordinary remuneration (AR 2007, s7(6)b) and pay statement specifies the amount of remuneration in respect of that period of annual leave (AR 2007, s7(6)c). Yes, the PiP system is capable of fulfilling the legal obligations specified within this question. 3. The number of 'paid by the hour' workers who received a PiP issued payslip in the fiscal year 2020/2021. The total number of ‘paid by the hour’ workers, i.e. casual workers engaged on an ad- hoc basis with no guaranteed hours of employment, issued with a PiP issued payslip in the financial year 2020/2021 was 3,639. 4. The total (gross) remuneration 'paid by the hour' workers received as detailed on PiP issued payslips in the fiscal year 2020/2021. £21,381,606.82. Gross pay is made up of all pay elements, including, for example, on-call, overtime and antisocial hours payments, before any applicable deductions, such as income tax and national insurance, are made. 5. The total 'Rolled up' holiday pay workers received as specified (itemised) on PiP issued payslips in the fiscal year 2020/2021." £690,237.92.

The Cabinet Office offers a sincere apology for errors in our original response and would like to provide a revised answer where applicable and a summary explanation as to why the figures previously given were incorrect. Please find below the corrected response which is to replace the previous response sent in error on 21 June 2022.

In respect of part 3 or your original request, an administrative error was made here. OHR payroll reports are separated into weekly and monthly categories, and in producing the original figure, zero hours weekly paid staff were omitted. 4. The total (gross) remuneration 'paid by the hour' workers received as detailed on PiP issued payslips in the fiscal year 2020/2021. £21,381,606.82. Gross pay is made up of all pay elements, including, for example, on-call, overtime and antisocial hours payments, before any applicable deductions, such as income tax and national insurance, are made.
Revised Answer:
£18,592,199.40
Extracting pay results over a period of time is a complex process due to the movement
of employees within and between departments on an ongoing basis, position changes,
starters and leavers, and structure changes within departments.
When cross referencing pay results for the fiscal year, a structure report of zero hours
employees was taken at a date in time. Some individuals on this report were on zero
hour contracts at that date, but since went on to gain substantive contractual hours
during the fiscal year. The payment amounts included in the total therefore included
amounts paid to contracted staff, not just zero hours workers. This accounts for the
reduced total gross remuneration at question 4.
5. The total 'Rolled up' holiday pay workers received as specified (itemised)
on PiP issued payslips in the fiscal year 2020/2021."

Revised Answer:
£707,710.71
The increase in the total at question 5 is accounted for by the addition of the weekly
paid zero hours workers.
The Cabinet Office apologises that incorrect figures were supplied and makes clear in
publication that this is a revised response. There has been learning for the OHR payroll
division in respect of data analysis of this nature, which will prove valuable for the
future.
