On September 7 2018, the Manx government announced it had agreed a long-term leasehold ownership agreement for Princes Half-Tide Dock in Liverpool. I seek the publication of what annual fees (such as ground rent) are included in this deal, when they first became or become applicable, how much has been paid so far, what is the estimated life-term costs of these fees and by what terms would these fees increase?

We write further to your request which was received on 11 May 2022 and which states:

"On September 7 2018, the Manx government announced it had agreed a long-term leasehold ownership agreement for Princes Half-Tide Dock in Liverpool. 1. I seek the publication of what annual fees (such as ground rent) are included in this deal, 2. when they first became or become applicable, 3. how much has been paid so far, 4. what is the estimated life-term costs of these fees 5. and by what terms would these fees increase?" Our response to your request is as follows: 1. One peppercorn per annum. Other annual fees include rates and service charge; however, they will not be known until the building has been completed. The right to discharge into the Canal is £14k - £16k per annum. 2. The sub-lease is for a period of approximately 232 years and 6 months, commencing on the 8th November 2019 and expiring on the 28th April 2252. 3. £3.5m has been paid so far, including £350,000 that was paid during the term of the Agreement for Lease. 4. ‘Estimated life-term costs’ are not held. 5. The ground rent (1 peppercorn per annum) does not increase, but other charges will. For example, the mooring dolphin costs are approximately £40,000 per annum and will increase to £50,000
