In accordance with the criteria laid out under the abovementioned Act all of the information you have requested can be provided. Each question you have asked is answered sequentially as follows:-
- Which company/companies did the Department of Enterprise appoint/engage to carry out work on the Love IOM initiative?
The Department for Enterprise appointed KBH Limited to deliver the LoveIOM Gift Card Services.
- In what capacity was/were the company/companies engaged and what work was carried out by it/them?
Following an open procurement exercise, KBH Limited were engaged under an agreement with the Department for Enterprise to deliver LoveIOM Gift Card Services. KBH Limited are still delivering the project services under the terms of this agreement.
The Department was tasked to develop a platform which could support an incentivised solution to encourage on-Island spend to support the Manx Economy. KBH’s platform offered the flexibility to incentivise spend in different ways, at different times, as well as adaptability for the Department to develop the solution for future initiatives as it sees fit. This project stemmed from the Economic Recovery Group in 2021 and was to provide a platform for a number of years to have flexible options, should the need arise.
The service requirements included design and delivery of a LoveIOM Gift Card Solution as summarised below:
- A physical system for consumers, businesses, Government and other organisations to issue value to individuals; and
- A digital rewards platform for residents who spend locally.
- A solution that provided Government with ownership and control over the initiative, with the potential to deliver a range of initiatives in the future.
The service requirement was not only to build the solution, but to maintain and manage the project services for the term of the agreement.
In addition the supplier was required to deliver marketing services for a period of 6 months from launch.

All service requirements and contractor deliverables have been met to the required standard by the supplier.

For the period 1/6/21 to 27/4/22:
£171,349.98 has been paid to the main supplier, KBH Limited, for the contracted services. These costs are front loaded within Y1 for development costs associated with the platform build.
£8,911.71 has been paid to 16 other suppliers involved in the LoveIOM initiative.

Customer funds credited to gift cards between 01/09/21 and 08/04/22 equalled £66,782. Government incentive during this same period added £12,692 of value.
Therefore the total amount of money credited to gift cards during this initial period = £79,474.
