Final costs are still being collated and the intention is then to publish the information on the Tynwald website as would be our standard procedure. As such it is reasonable that the information be withheld from disclosure until the figures are finalised. As section 41 is a qualified exemption, it is subject to a public interest test. The public interest must be something that is of serious concern and benefit to the public at large. Factors in favour of disclosure Public funds were used to host the parliamentary conference in the Isle of Man with visitors attending from across the Commonwealth Parliamentary Association British Islands and Mediterranean Region. Factors in favour of withholding Final costs are still being collated. In taking these factors into account the Office of the Clerk of Tynwald determined that the factors in favour of maintaining the exemption outweigh the factors in favour of disclosing the information.
