Summary
The request sought a list of job titles and salary maxima for all staff at the Isle of Man Financial Services Authority. The authority provided the salary bands for most roles but withheld specific maxima for unique positions and the Chief Executive to prevent individual identification.
Key Facts
- The response lists maximum salary bands for roles such as Head of Division (£121,000) and Senior Manager (£82,000).
- Salary maxima for approximately 5% of roles were withheld because only one individual holds those specific titles.
- The Chief Executive's salary information was omitted as it is a discrete figure without a specified maximum.
- Specific technical roles like Actuary and Legal Counsel were exempted due to being held by single individuals.
- The authority directed the requester to the 2021 annual report for total salary expenditure and staff band statistics.

Dear ###
We write further to your request which was received on 9 March 2022 and which states:
"A list of Job Titles for all staff employed in the Authority with the salary maxima of such jobs."
Our response to your request is as follows: Job Title Maximum possible salary Chief Executive See note below Head of Division (or equivalent) £121,000 ‘Technical’ roles See note below Senior Manager (or equivalent) £82,000 Manager or Policy Adviser £63,500 Assistant Manager (or equivalent) £43,500 Officer (or equivalent) £33,000 The structure chart on the Authority’s website at https://www.iomfsa.im/media/1838/fsa-organisational-chart.pdf sets out all the job titles for roles within the Isle of Man Financial Services Authority (‘Authority’). The above table shows the maximum possible salary for staff with each job title. For the avoidance of any doubt, the above-mentioned figures do not necessarily reflect the salary paid to any member of staff with such job title, but are the maximum potential salaries payable within a particular salary band. In circa 5% of roles within the Authority (see below) only one individual holds a particular job title. The salary maxima associated with such job titles is therefore absolutely exempt under section 25 of the Freedom of Information Act 2015 as it would enable those individuals to be identified. The Chief Executive’s salary information is omitted because this is a discrete figure without a specified maximum salary. Two senior ‘technical’ roles: Actuary and Legal Counsel are each held by only one individual and have different salary maxima.
The Senior Legal Counsel and Secretary to the Board is also a Head of Division, with the same maximum salary. Additional information You may wish to refer to the Authority’s annual report at https://www.iomfsa.im/media/2893/fsa-annual-report-2021.pdf. This includes the latest accounts at pages 64 – 73, including the total salaries paid for the year to 31 March 2021 on page 68. Page 71 of the report shows the number of staff whose salaries fell within specified bands at 31 March 2021. Please quote the reference number 2320789 in any future communications.
