We write further to your request which was received on 23 February 2022 and which states:

"When did the 2000Kg max laden weight restriction come in, for small private vans to hold residents permits in disc zones? Why was this figure chosen, as almost all vans, including car derived vans exceed this. What research was done?"

Our response to your request is as follows: The Ministerial Policy Approval Request for the Residents Parking Permits Policy included the definition of what vehicles are permitted to gain a parking permit. This document was created on 12th February 2008. The 2000kg figure was chosen to prevent the parking of large vehicles on the road side. Vehicles that require a larger space to perform parking manoeuvres would result in additional loss of public space, and would also cause undue loss of public amenity.
