I request two separate records: 1) Aggregated records of the Performance and Development Review (PDR) scheme for the period ending 31 March 2020 2) The "further information on the Civil Service PDR scheme including guidance documents, detailed information regarding the competency levels, the performance ratings, appeals process, and a downloadable form on the government intranet" described online here: https://hr.gov.im/performance-and-development/performance-review-and-competencies/ By "aggregated" I mean non-personally indentifying statstics which have been aggregated showing the number of staff who achieved each overall rating level in each organisational unit within the Department. In other words, records of the NUMBER of staff in each organisational united within the Department who received an overall rating of "Good", "Very Good", "Outstanding" and any other overall rating levels which might have been recorded*. To be clear, this should not include records of the overal performance ratings of indvidual staff, but rather, merely the records of the NUMBER of staff to receive each rating. By "records" I mean the records described which fit the definition under the Freedom of Information Act. By "the Performance and Development Review (PDR) scheme" I mean the scheme described online here: https://hr.gov.im/performance-and-development/performance-review-and-competencies/ *I suspect that there will be ratings with words analogous to "basic" and "poor", but I do not know.

We write further to your request which was received on 7 February 2022 and which states:
