The proposed tram alignment was initially deemed unsuitable from a highway perspective in December 2018.

The section of tram rail and associated finishing works (coloured concrete infill, adjacent footway and
guidance paving) between chainage 1060m and circa 1150m is to be removed from the Scope of
work.
The Contractor is to provide a quotation for reduced Prices and confirmation of the earlier Planned
Completion Date.
These elements of work are to be completed outside of the Scope and following Completion. The
Contractor and Client shall agree a seperate programme of work for these elements and the
Contractor should account for this in the above submission. The area in question will be left secure
following Completion.

Dear Ian,
I’m aware that you are not around until Tuesday of next week, when hopefully we may touch base with each other.
As you know as a follow on from our meeting
liaised with team and has managed to achieve 1 in 7 for all but
two of the sets of points.
Please scroll down to
email, which summarises the subsequent discussion between you and

points for the Horse Tram.
On the basis of it, I have instructed that the 1 in 7 points (as you requested similar MER) may be manufactured, as
may the points for the interlaced section.
This leaves HS2 and HS3 outstanding.
At this stage in the scheme it is not practical or possible to achieve 1 in 7, It is only possible to achieve 1.6 at HS2 and
1in 4.5 at HS3. What I would suggest is we make them both the same at 1 in 4.5.
I appreciate that this is disappointing from your perspective. We could make all the Horse Tram Points the same, but
then I accept they would not align with the points on the MER.

Following our collective review and subsequent meeting with Ian I would confirm the following.
Strathallen – all turnouts to be 1in7, constraints advised by IOMR which will be added to drawing.
It is not envisaged that achieving this is problematic.
Interlacing CS1 & CS2 proposed identical units acceptable
HS4 1in7 to be achieved, it is envisaged that this can be achieved
HS1 1in7 to be achieved, it is envisaged that this can be achieved
HS2 This being the intended terminus, IOMR advised that achieving a 1in7 must be achieved at this point. Currently
a 1in6 is proposed and achievable in this location. 1in7 required to avoid premature wear of turnout
To achieve a 1in7 would require one of the following
Demolish and rebuild end of garden wall 6 (approx. 5m long and relocating seaward by <0.5m)
Seek dispensation to reduce clearance requirement and sign area as limited clearance
Move alignment into highway, redesign highway/ reduce platform area
Reduce length/width between foul points significantly
HS3 This being the intended terminus, IOMR advised that achieving a 1in7 must be achieved at this point. Currently
a 1in4.5 is proposed and achievable in this location.
To achieve a 1in7 would require one of the following
Significant highway realignment
Encroachment onto walkway
Installation of long lead points and interlacing to move the pointwork north onto the straight section of
track
Reduce length/width between foul points significantly
My understanding is that detailed design can now progress for HS1,HS4, CS1&2 and the 4 nr units at Strathallen in
line with the above summary.
To resolve the issues surrounding HS2 & HS3 will require an evaluation of whether any of the options are acceptable
and which if any is the preference

DOUGLAS PROMENADE REFURBISHMENT – HORSE TRAM TRACK
TIMELINE 8TH NOVEMBER 2019 TO 15TH OCTOBER 2021
The use of the 57R1 came from a report commissioned by Isle of Man Railways, from
Manchester Metropolitan University, Rail Technology Unit, March 2012. It is particularly
relevant where tight curves are required such as at the points.
8th November 20118 and 24th January 2019: Meeting held with Transport Services to
discuss the rail requirements including blade geometry, IL requested 1:7, this
resulted in the need to demolish the northern most wall to the sunken gardens, and
amendments to highway design. IL confirms that he would like the points north of the
works to be ordered at the same time, note 15, subject to a separate order.
12th February 2019, comments received from IL on the draft notes of the meeting,
which were amended and then issued.
9th April 2019, email TOM to KP and ACB raising design queries on the S&Cs,
forwarded by ACB to IL.
10th April 2019, IL responds and ACB issues response to TOM.
2nd September 2019, ACB issues drawings received from TSUK of the points to IL for
comment. Drawings comprise DBHT / MER Wheel Rail Interaction, Turnout GA –
HS1 Douglas Tramway (2 sheets), Turnout GA – HS1 Comparison Douglas
Tramways S&C, Technical Note: Douglas Bay Horse Tramway Wheelset Interface
with new S&C Design for MER Vehicles.
11th September 2019, IL replies, raising concerns, in particular about the compatibility
of Horse Tram wheels and MER tram wheels
12th September 2019,
of SCUK following a meeting with IL sends an
email to TOM, copying the mail to IL, confirming that the wheel sets will be based on
MER and that if required IL would modify the 13 Horse Tram wheel sets.
13th September 2019, IL emails TOM and confirms, “I agreed that this is the most
cost effective and practical way forward.”
16th September 2019, TOM confirms to ACB that he will “…..take Ian’s comments as
approval and proceed accordingly.”
2nd July 2021, IL to ACB advises that the point work at Castle Mona is not normal for
a street tramway.
12th July 2021, ACB responds in detail, expressing his concerns.

13. 12th August 2021 ACB through IL coordinates a meeting held with the Rail Regulator.
At the meeting
explained why the gap should be the width of the
groove, and this was appreciated. The Rail Regulator expressed his concerns at the
width of the gap, explaining that it may result in the horse’s hoof being caught, and
asked for it to be reduced to 40mm.
