I would like to request the following information regarding the Automatic Number Plate Recognition (ANPR) system in use by the Department of Infrastructure. 1) Make/model of the mobile/roadside equipment used along with the number of devices held. 2) Details of the ANPR software used with the mobile/roadside equipment as well as the back office software. 3) Instructions/processes followed relating to the operation of the ANPR system. 4) Details held of each ANPR roadside check to ideally include date, time/duration, location, number of vehicles scanned/recorded, number of vehicles checked with out of date tax, number of letters sent out to registered keepers.

We write further to your request which was received on 22 November 2021 and which states:
"I would like to request the following information regarding the Automatic Number Plate Recognition (ANPR) system in use by the Department of Infrastructure. 1. Details held of each ANPR roadside check to ideally include date, time/duration, location, number of vehicles scanned/recorded, number of vehicles checked with out of date tax, number of letters sent out to registered keepers."
Our response to your request is as follows: 1/2. The devices used in the field run software developed by teleologica utilising a third party ANPR engine. The back office software is module within a custom developed driver and vehicle administrator system also supplied by teleologica. Initially a Samsung Galaxy device was deployed in the field which has more recently been replaced with devices manufactured by Motorola. Two devices are currently held by the Department. 3. A list of IOM registered unlicensed vehicles is extracted and put onto the device in a secure folder. This list does not contain any other personal data. Vehicle registrations are captured at the road side and images are time, date and location stamped. During operation of ANPR, signage is displayed on the highway to advise motorists that ANPR is in operation in that area. Number plates are immediately referenced against the extracted list. Where there is a positive match, i.e. tax has not been paid; a copy of the captured image together with a date/time/GPS co-ordinates stamp is retained on the device. Where there is no
match, the image and any related data are deleted automatically, but a vehicle count is retained. The records retained on the device are uploaded and manually verified before a warning letter is generated and sent. Only at the point where there is a verified positive match will any personal data be accessed as part of an automated letter generation process. Once duty is paid those records are destroyed. In respect of continued non-payment, data may be passed to the Attorney General’s Office in order to bring a prosecution to Court. 4. Attached in Appendix 1 is a table relating to ANPR operations. The table lists the Date, Location, Vehicles captured and Letters sent for each ANPR operation.
