1 Introduction 1.1 JMP Consultants Ltd (JMP) has been commissioned by the Isle of Man (IoM) Government Department of Infrastructure (DoI) to provide consultancy services. The services required by the DoI included a route study of the A7 through the village of Ballabeg. 1.2 At the request of the DoI, the route study undertaken for Ballabeg included the following actions:  Detailed site survey;  Safety review;  Identification and design of necessary improvements to reduce risk to road users and increase sense of place within identified village / settlement / residential areas; and  Outline scheme design drawing. 1.3 To inform the above, JMP undertook a detailed site survey of the above route on Tuesday 2nd February 2016. 1.4 This report discusses the findings of the detailed site surveys and opportunity for improvement where improvements are considered to be necessary. Notwithstanding the identification of problems specific to this route, this has been undertaken on the basis of a baseline SWOT analysis 1.5 In terms of developing improvement options, due cognisance has been given to the guidance set out in the following publications. 2 Existing Characteristics INTRODUCTION 2.1 This chapter of the report discusses the characteristics of the section of the A7 that routes through the village of Ballabeg. The extent of the route is indicated by Figure 2.1 below. Figure 2.1 Extent of route GENERAL CHARACTERISTICS 2.2 The A7 Main Road through the centre of Ballabeg is a lit single carriageway road connecting Ballasalla in the east to Port Erin in the west. The carriageway width of the A7 through the village of Ballabeg is generally around 7m. However, adjacent to Friary Cottages, the width reduces to around 6 to 6.5m. 2.3 The speed limit on the A7 approaching Ballabeg from the east (Duck Street) and west is derestricted and 50mph respectively. There is also a derestricted distributor road standard road link from the A5 approaching Ballabeg from the south (New Road / Ballakeigan Road) which appears to have priority over the A7 approach from the east. Within the existing village limits, the speed limit reduces to 30mph. 2.4 Within the village, Wig-Wag warning signals identify the extent of the ‘School Zone’ on the A7 adjacent to Arbory School. During school term time, these signals operate Monday to Friday between 08:20-09:15 and 15:10-16:30 further reducing the speed limit within this zone to 20mph.

2.5 Notwithstanding private frontage access, there are a number of simple priority junctions on the A7 within the village of Ballabeg. These junctions are as follows:  A7 / Road Link from the A5;  A7 / Friary Park;  A7 / Road Link to Peel; and  A7 / Road Link to A27. 2.6 The A7 Duck Street and New Road approaches to Ballabeg form part of the Isle of Man Southern 100 course and is therefore affected by road closures when this event is on. Pedestrian Facilities 2.7 Within the village centre, a pedestrian footway is generally only provided on the west / south side of the A7 to the recycling area beyond which, it only continues on the north side of the A7 towards the school. Due to physical constraints imposed by existing adjacent property, the width of these footways varies. In general, the width of the existing footways is sub standard in terms of current design standards (i.e. less than 1.8m). Due to the aforementioned physical constraints, there is very little scope to widen these footways without impacting on the existing carriageway width. 2.8 There are no formal pedestrian crossing facilities on the A7 within the village of Ballabeg. Cycle Facilities 2.9 There are no formal cycle facilities on the A7 within the village centre and as discussed above, the existing footways are not of an appropriate standard to accommodate shared use with pedestrians. The Isle of Man Cycling Guide generally advocates cycling on ‘A’ class roads such as the A7 through the village. Public Transport 2.10 The A7 through the village of Ballabeg is on a bus route served by the Bus Vannin 1, 1A, 10, 11 and 12 services. The aforementioned bus services can be accessed from bus stops located on the A7 at a number of locations within the village. Some of these stops are provided with shelters. Parking 2.11 On-street parking is permitted on the A7 within the village however, only appears to occur on the southbound carriageway. Notwithstanding Vicarage Close, there are no existing waiting restrictions to control on-street parking. Although bar markings are provided across private accesses in the vicinity of the school, these are only advisory. EXISTING TRAFFIC VOLUMES 2.12 The DoI has provided traffic survey data for 4 locations on the A7 through Ballabeg. This data was collected between 16th and 23rd December 2015. The aforementioned locations and measured traffic volumes are summarised in Table 2.1 below.

No peak hour data was available for the above locations however, the morning and evening peak hour flows are likely to represent around 10% of the daily volumes (i.e. 320 to 430 vehicles). This level of traffic does not present any link capacity issues. EXISTING TRAFFIC SPEEDS 2.14 The DoI has provided speed survey data for 4 locations on the A7 through Ballabeg. This data was collected between16th and 23rd December 2015. The aforement
