No Comments: Until such time as the effects on population relating to both BREXIT and the Covid 19 Pandemic are fully known there should be an opportunity to reserve more strategic sites for inclusion in the event that as is currently the case there is a significant shortage of residential opportunity. Employment Do you have any comments on employment land requirements in the North and West, such as for industrial, special industrial, general industrial or business parks, etc.? Yes If yes, please comment below: Several sites have been identified for employment opportunity. With the announcement that the Cannabis Industry is to be developed through a strict licencing process sites such as AM 001 should be given priority development status and the direct route to Comin for call in. Such sites where green, renewable opportunities exist should have an industry defined scoping and briefing document to allow preemptive licencing to be assured. The industry requires huge investment which can only be secured in the knowledge that detailed planning approval at the scale required can be guaranteed subject to the necessary criteria being met. With the Cannabis Industry and The Climate Change Bill there is an opportunity to recognise the Andreas airfield as a significant development opportunity to provide ring fenced development to service both industries. Preliminary assessment has confirmed that the site is suitable for major solar opportunities and through that green energy supply to assist the growth of licensed cannabis without any light polution. A Campus Eco Park is to be developed as a commercial operation that will support a centre of excellence for research on indoor cultivation of crops for both medicinal and sustainable food purposes. The R & D facilities will focus on research on photonics, pollination and genetics (etc). In addition the site will used as a research centre into the generation storage and distribution of renewable energy within an electricity micro grid that powers the Eco park. Land around the park is set aside for ecology research with the proposed development of a biosphere reflecting the unique IOM environment and potential for a dark skies observatory. The Eco park gateway centre will have lecture theatres and conference space as well as space for permanent and visiting exhibitions. The site represents a development of many technical expertise opportunities and the ability to explore these within a development framework should be encouraged. Development of the Andreas Airfield for the production of the green energy and Cannabis industries offers significant opportunity to include visitor centres, destination facilities including educational, interactive visitor learning. Development of a visitors centre to enhance the Biosphere status of the Island nation. A brand leading gaming arena and conference facility forms part of an overall development strategy and offers diversification of visitor facility away from the town centres. Community Facilities As part of the Draft Plan process, Cabinet Office will be producing a Community Facilities Audit. To assist that process, are there any community facilities whether spaces or indoor/outdoor assets that should appear on that audit? Yes, I feel as if the community facilities in the North and West are missing/could be improved in the following areas (please provide details below) If yes, please comment below: Site LO 001 Jurby Road provides an opportunity with private equity to ensure grass roots sport is developed for the North. a facility to base Hockey, Cricket and Athletics clubs close to the main town and facilities to encourage all aspects of club life should be welcomed. This would have no reliance on the public purse and would offer an alternative to Department of Education facilities run on a commercial non-profit making basis. Health, Education and Social Care Do you wish to make any comments on the existing infrastructure and future needs in terms of Healthcare, Education or Social Care particularly if you feel there is a land use requirement associated with the future housing needs? Yes, I have a comment If yes, please comment below: Sustainability of the Ramsey Cottage Hospital is crucial to the North of the Island. A larger populous will ensure that the facility is fully used to its maximum capacity. Employment opportunities in service villages should be developed. Building Densities Which statement do you agree with? (tick as appropriate) Future policy needs to maintain the balance which is set out in Strategic Policy 1 with final decisions being taken about density/layout/design at the planning application level. Any other comments on this issue?: Strategic sites such as Andreas Airfield offer an opportunity for employment for significant numbers of people and critical worker housing together with additional concept housing utilising green and renewable technologies, village community heating schemes and high quality design using modern developing technology. Development briefs can be used to inform detailed proposals and open space. It is submitted that these sites represent a logical connection with the existing linear development along the Dhoor Road. Their continued support is to be welcomed. Each site represents logical development opportunity in a context which is not harmful to the countryside. In the the cases of LR 024, LR 025, LR 026, LR 027, LR 029, LR 030, LR 031 the sites are within the general area of Sulby a service village with many local level amenities. There is currently no development opportunity as the available sites recognised in the Sulby Local Plan have been developed or are being developed. The applicants in each case wish for their sites to be assessed under the SAF and confirm can be delivered without delay.
