We write further to your request which was received on 23rd September 2021 and which states:

Response While our aim is to provide information whenever possible, under section 20 of the Act, we are not required to provide information in response to a request if it is already reasonably accessible to you, whether free of charge or on payment of a fee. To assist you in finding the information you request we can provide the following guidance. Since April 2018 payments have been calculated purely on a “flat rate” basis depending on eligible acreage. Information in relation to this from the 2020/21 year is
available from https://www.gov.im/categories/business-and- industries/agriculture/agricultural-development-scheme/payments/. The field maps can be found here - https://www.gov.im/maps . Use the “Island Environment” section and click on the “Field Gazeteer” in the Layer List. This will enable you to look at the individual fields and when combined with the acreage payment rates you will get an indication of overall payment for each field. Please note payments are based on “eligible”, not total, acreage. Prior to 2018 payments were made up of a “flat rate” and an “historic” element. The historic element had been earned by each business prior to 2009 and was specific to that business; it was not related to specific fields, other than having to demonstrate a minimum area of land being farmed. In addition to the above this request would require the Department to derive information from information held and to undertake research into and analysis of information held. This is something that, under section 8(3) of the FoI Act, the Department is not required to do.
