Dear ###

We write further to your request which was received on 4 June 2021 and which states:

"What was the estimated and actual cost of the installation of carpet etc. floor products in Bemahague school; what was the justification for replacement of any already new carpet etc. floor products before the school was operational; what were the additional costs and were they simply absorbed by the department due to internal project management failings to avoid any external disputes?" Our clarification request In order to identify and locate the information that you have asked for we needed to clarify which area of St Ninian’s Lower School the request refers to and the time period for the information requested. You advised “It might be easier to just filter all itemised quotes and invoices in particular with any references or descriptions that indicate duplicate orders, orders with apparent overlap, any rework due to wrong colour/type/etc when the school was in the process of first fitting out with any relevant timeline to include unpaid or partly/fully paid snaglist rework but in any case the floor product lifetime should have exceeded a number of years from first day school opening to children.” We advised We would see what information is held by the Department in relation to the following during the construction of St Ninian's Lower school: - estimates/quotes of carpets, floor coverings, etc. - actual costs of installing the carpets, floor coverings, etc. - if any carpets, floor coverings, etc. were replaced and the reason for this.

  • if any carpets, floor coverings, etc. were replaced what were the additional costs.
  • if any carpets, floor coverings, etc. were replaced how the additional costs were paid for. Response Estimate costs of floor coverings £646,217.40 Actual costs of floor coverings £657,790.71 If any floor coverings were replaced While our aim is to provide information whenever possible, in this instance the Department does not hold or cannot, after taking reasonable steps to do so, find some of the information that you have requested. This is because no records in relation to the replacement of floor coverings has been found. However by way of advice and assistance Department employees recall that some small areas of the flooring in the corridors had lifted and were replaced by the contractor as part of the defective works remediation. This is because there was no additional cost to the Department. How the additional costs were paid for While our aim is to provide information whenever possible, in this instance the Department does not hold or cannot, after taking reasonable steps to do so, find some of the information that you have requested.
