Purpose of the Paper:
To seek Treasury consent for funding the delivery of the Implementation Plan, created
following the recommendations contained within the Department of Education, Sport and
Culture (DESC) review undertaken by Beamans, and the Council of Ministers response to
that review.
DESC requests a maximum contingency funding of £477,308 per annum in 2021-22 and
2022-23 to fund the additional costs of the interim structure. It is anticipated that a revenue
bid to fund a finalised restructure will form part of the DESC’s 2022 budget submission.
1 Background
Beamans Management Consultants commenced a review of the effectiveness of management
and governance arrangements within the DESC for managing the interface with primary and
secondary schools, towards the end of June 20201.
Following this, the Council of Minister’s response to that review was published in October 2020
and included a high level action plan to be delivered in the first instance, by a Transition Team,
with responsibility ultimately transferring to the revised management structure within DESC,
once implemented.
The Beamans report highlighted a number of management, organisational and cultural
issues which over a period of time have caused a deterioration in the relationship between
elements of DESC which, if left unresolved, risk damaging the opportunities we can offer to
our students.
In order to address the issues highlighted in the Beamans report, the Transition Team has
produced an implementation plan to support the delivery of key priorities. This implementation
plan will be put before Tynwald in January 2021.
The purpose of this paper is to request additional funding to enable DESC to deliver the
implementation plan created to address the actions stated within the Beamans report and
Council of Ministers response, as well as addressing additional actions identified by the
Transition Team.
2 Options Considered
2.1 Option 1 – Do nothing
DESC receives no additional funding.

The implication being that the implementation plan will not be delivered within acceptable
timescales and some activity will be unable to be delivered.
2.2 Option 2 – Funding provided to deliver the implementation plan which
is addressing recommendations contained within the Beamans report
and the Council of Minister’s response.
3 Option 2 Proposals
3.1 In order to address the issues highlighted, the following is proposed:
3.1.1 The Beamans report identified that ‘there was no identifiable policy hub or
clear focal point within the department to consider, develop or support the
implementation of Education Policy’ (Beamans, 2020)
Action - Creation of a Policy, Strategy and Governance Division within DESC in order
to separate responsibility for education policy and incorporate corporate administration
and governance. By creating a central Policy Hub, it would strengthen effective policy
development across DESC ensuring meaningful collaboration with schools.
3.1.2 Beamans noted that they ‘believe the fundamental issue the department
needs to address, and the one that goes to the heart of the issues facing the
department, relates to culture.’ and ‘collaboration is variable and, in some
instances, non-existent’ (Beamans, 2020)
Action - Creation of a Business Change role within Policy, Strategy and Governance
Division. This role will oversee the delivery of all the Task and Finish Groups delivering
change within DESC. In addition, this role will be responsible for progressing the
implementation plan and the ancillary issues identified within the Beamans review.
3.1.3 Beamans noted that ‘there is an urgent need to separate out the EIS
advisory role from its school evaluation role’ (Beamans, 2020)
Action - Creation of an Education Advice and Support Division to include Advisory
Lead Officers for Early Years, Primary, Secondary and Further and Higher Education,
in order to allow for them to provide strategic advice in their respected fields and
provide for a single point of contact. In addition, the Education Support Services and
Additional Education Needs Service will be incorporated into this Division to encourage
a joined up approach.
Action - Creation of a 2 year limited term Quality Assurance and Inspection Project
Officer to be responsible for the delivery of a new Quality Assurance and Inspection
Framework model with a view to this being standalone from any other Division as
highlighted in the Beamans review.

3.1.4 Beamans recommended that a ‘new Head of Governor Support to be appointed to support and strengthen the role of governing boards’ (Beamans, 2020) Action - Creation of a 2 year limited term Governing Body Project Officer to be responsible for the delivery of a full review into the Governing Bodies to ascertain how they should operate in the medium to long term including how to strengthen the role of Governing Bodies to enable them to fulfil their remit. 3.1.5 Beamans noted that ‘for too long the mind-set of senior departmental staff and secondary school Headteacher has been focused on levels of autonomy and control when both parties should have been working together to agree how their respective roles should complement and support one another’ (Beamans, 2020) Action - Creation of an annual secondment fund to provide an opportunity for school practitioners to work within the centre of DESC to deliver strategic projects in to schools. This will not only address the point made within the Beamans review with regard to secondary knowledge within DESC, it will also create credibility of delivery and collaboration as well as supporting succession planning. This fund provides the opportunity for delivery of school projects without it being necessary to increase permanent roles at the centre of DESC. 4 Impact Assessment Improve the education offered to young people across the Isle of Man by: Improving relationships, strengthening the Governing Bodies, reviewing Quality Assurance, providing a dedicated Advice and Support service to schools and a single point of contact, delivering collaboration through task and finish groups with representation from across DESC. The education service on the Island has many positive qualities and provides an often excellent teaching provision for our students. However, the independent report highlighted a number of management, organisational and cultural issues which over a period of time have caused a deterioration in the relationship between elements of DESC which, if left unresolved, risk damaging the opportunities we can offer to our students.
5 Consultation/Stakeholder Engagement
Beamans undertook extensive and varied consultation as part of their review. In addition
to this the Transition Team has consulted with staff across the organisation.

6 Financial Implications 6.1 Creation of a Policy, Strategy and Governance function within DESC Recruitment of a Policy Manager (HEO) to support the delivery of the Policy, Strategy and Governance Division supporting schools in developing policy. Role to commence 1st April 2021 at a cost of £62,119. (Figure calculated at spine point 32+2 and includes National Insurance and Superannuation costs) Recruitment of a Head of Business Change (SEO) responsible for the delivery of all business change functions across DESC including the recommendations from Beamans, stated in the DESC implementation plan. Role to commence 1st April 2021 at a cost of £82,736. (Figure calculated at spine point 39 and includes National Insurance and Superannuation costs) 6.2 Creation of an Education Advice and Support Division Recruitment of a Director of Strategic Educational Advice (JESP 5-8) to develop and deliver a strategy for this Division and represent schools on the DESC Executive Leadership Team. Role to commence 1st April 2021 at a cost of £108,215. (Figure calculated at spine point 6 and includes National Insurance and Superannuation costs) 6.3 Creation of a 2 year limited term Quality Assurance and Inspection Project Officer Recruitment of a Project Officer (HEO) to drive the review of QA and Inspection process and provide recommendations for the future. The role will be required to implement the recommendations in year 2 of their appointment. Role to commence 1st April 2021 and end 31st March 2023 at a cost of £62,119 per year. 6.6 Summary of Costs
