Summary

The request sought HGV registration and licensing statistics, fee income, and RTLC operational costs and headcount for the Isle of Man between 2018 and 2021. The Department of Infrastructure provided vehicle data but withheld RTLC-specific information because the RTLC is a separate entity under the Freedom of Information Act 2015.

Key Facts

  • The Department of Infrastructure does not hold RTLC cost, headcount, or income data as the RTLC handles its own FOI requests.
  • Vehicle registration numbers differ significantly from licensed numbers because deregistered vehicles remain on the database until notified.
  • Data was provided for HGV categories C, C1, and C+E broken down by commercial and non-commercial status.
  • The request covered fiscal years ending 31st March 2018, 2019, 2020, and 2021.
  • The response included two attached reports detailing licensed and registered vehicle counts.

Dear ###

We write further to your request which was received on 20 May 2021 and which states (sic) (numbers added for ease of reference):

"1. How many HGV Vehicles were registered on 31st March 2018, 31st March 2019, 31st March 2020 and 31st March, 2021 broken down into the following categories; Group C - Goods Vehicle C1 up to 7.5 tonnes C+E Articulated Vehicles? What were the costs of the RTLC for each of the above periods? 5. What was the RTLC headcount on 31st March 2018 and 31st March 2021?

6. What income did the RTLC generate in relation to Goods Vehicles for the period to 31st March 2019, 31st March 2020 and 31st March 2021?" While our aim is to provide information whenever possible, in this instance the Department does not hold some of the information that you have requested (questions 4, 5 and 6). This is because the RTLC are listed (item 33) in Schedule 1 of the Freedom of Information Act 2015 so they deal with their own FOI requests. You may therefore wish to make a new request directly to them. The response to your other questions are as follows. 1. The first report attached at Appendix 1 shows the number of vehicles registered in the categories specified for the dates requested, broken down by commercial and non-commercial. It is to note that the number of vehicles registered is vastly different to the number licensed as the database has a record of all vehicles registered and where the Department is not notified that vehicles are deregistered i.e. scrapped, exported etc. the details of a vehicle remains on the database until such time as we are informed - Appendix 1 - Vehicles licensed 2. The second report attached at Appendix 2 shows the number of vehicles licensed in the categories specified for the dates requested, broken down by commercial and non-commercial - Appendix 2 - Vehicles registered 3. Income received from licence fees for the above categories is not recorded either by separate category or by commercial or non-commercial use, the income is recorded as Goods Vehicles. The income generated for goods vehicles for the above years is: Actual at end March 2021 £ Actual at end March 2020 £ Actual at end March 2019 £ Actual at end March 2018 £ 88,418 99,424 100,847 98,600 Please quote the reference number 1802805 in any future communications.
