As discussed, due to the hazardous nature of the waste this area should be focused on and tidied up and the appropriate disposal route identified. I can advise the Western Civic Amenity Site is set up to manage the processing / dismantling of WEEE waste and is currently shipping to the UK for recovery purposes – contact Mike Rose on Middle Park Recycling WEEE has been moved from the back of the recycling shed, and either included with the MSW or removed from site. There are 2-3 pallets of WEEE (TVs) still to be removed from the far East of the back of the recycling shed. Intention is to cease WEEE recycling. Remove all WEEE from back of recycling shed. Bins, tanks / fuel storage area rear of shed – as advised, the area shall be cleared with the processing of the bins and tanks. Once completed, the area will not be used as a storage area and kept clear. Majority of the area has been cleared. The area is being used to load trailers. These will be temporarily on site whilst being loaded. There are a few skips at the rear of the shed, which are waiting to be processed. This is a temporary storage location. One trailer of cardboard waiting to be removed from site. Keep area clear.
Area adjacent to lagoon – various bails of cans, mixed plastics, plastic wrapping, pallets of batteries and fridges. As informed, once MWS obtain the new processing facility in the UK, the fridges etc. will be shipped for recovery through MWS. You explained the mixture of bails, which a considerable number (around 50) is required for a full trailer load to be shipped off island for recovery and recycling. Pending reaching this volume and volatile end markets the bails are being stored outside the building. Once you have the required volume and ready market, these will be shipped for processing to the UK. A large amount of this waste has been removed. There are a few dozen bails of plastics waiting for a trailer. As noted above, there are a few refrigerators waiting to be removed (these are dependent upon the TFS shipment). In terms of the Robinson’s food waste for composting and as discussed on site, the UK best practice and governing legislation, the only activity exempt from the Animal Bi-Products legislation is food waste The composting of Robinsons food waste has ceased. The company is still contracted to take the waste, but the material is being taken straight to the Energy from Waste plant. The composting area was significantly reduced and there was a clearer delineation between Continue as planned, with any food waste received being compliant with the waste disposal licence. You advised that locating a recycling facility is difficult due to the markets in the UK. It was agreed that this area should be focused on and cleaned up as the stockpile is very visible from areas of the site. Two stockpile areas above the composting heap, either side of the road have been removed. The company has decided to cease taking this product. Keep area clear. If UvPC is to be taken in, the material will be stored on hardstanding and kept in a manner according to the Waste Disposal Licence.

Boat Breaking – IDG removed a boat on 9/10/2020 from Peel Cathedral. All boat decommissions require a licence. DEFA are currently working on improving the process by providing an exemption along with statutory conditions for companies wanting to decommission and dispose of small vessels (<40 tonnes and <40 m). Future boat decommissioning should be conducted with appropriate licencing or exemption permits. Please speak to EPU who can provide you with an exemption permit
Vehicle storage area on South West of Site – this area was discussed, there are ongoing discussions with planning about the consolidation and delineation of the area on site To be discussed between planning and EPU and updated plans to be provided (on going work)
Working Plan – the current EPU records for the working plan are 5 years old. An updated plan to reflect current operations is required. In recent days, there has been a change of the management structure, and a review of the site operations. Changes are intended for the site with regards to the type of wastes received. Once a clearer plan of future operations is decided updates should be provided An updated working plan to be provided within the next 6 months.
Noise issues from the complainant were noted to be from the removal of the heavy metals. This was noted to be a very infrequent occurrence, and necessity in order to load the ship within a 33 hour window, and in respect of tide times. No action required Maintain receipt of wastes to operational hours as outlined in the waste disposal licence.
Fires – complainant issues about fires was discussed. Rare issues arise with the compost heap, and the fire brigade is alerted, along with notification to EPU. No other fires take place on site, and no burning of waste occurs. No action required
