2 Election of Chairperson As (previous Chairperson) was no longer a Governor at Foxdale a new Chairperson needed to be elected for the period Sept’18 - Jan-19. proposed and seconded, accepted.
3 Apologies: - informed those present that an email had been received from stating that she would be stepping down as Parent Governor due to work and family commitments.
2 Minutes: Minutes of the previous meeting were agreed as a true record by those present. Matters Arising: confirmed that a 0.4 teacher ( ) had been appointed. reported that the Headteacher’s appraisal meeting, attended by and with , was very positive. said that was very happy with the school and that the staff and were all reported as being highly effective.
3 Head’s Report: Copies of the Head’s report were given to those present and discussion took place. Fabric of the School: We have had some work completed over the summer, the entrance area ceiling has been replaced. New lighting has been fitted here and along the main corridor. The disabled toilet is currently undergoing a refurb, this has taken a longer time than we had anticipated but is now nearing completion. has been busy during the summer preparing and painting some of the walls in the hall and corridor. We have again had leaks through the roof damaging the ceiling tiles, this has, again, been reported. Health & Safety: Some of the teacher’s first aid certificates are due to run out later this term so I have booked places on the next four courses, this means that by the middle of October all staff, including support staff will be fully trained. Curriculum and Resourcing: This term all of our topics have a literacy theme. Cornelly have been looking at comedy stories, they are also looking at food production and have been on a trip to the creamery. This should fit in nicely with our Harvest celebrations at the end of the half term. Cornelly also have a trip to Ardwhallan planned shortly with Y6 staying overnight. Beckwiths have been studying The Iron Man by and have also been looking at a range of poetic forms. Beckwiths have embraced the mile a day challenge and are enjoying their daily walk come rain or shine.

4 Vision informed those present that all school staff had looked at the ‘old version’ of the school vision, discussion took place and ideas put forward, from that a ‘new vision statement’ was produced. The school council had also had an input. A draft document was given out to those present for approval, everyone was very happy with it and will now send it out to parents.

3 Teacher’s Performance Management: informed those present that performance management meetings had taken place with two members of the teaching staff, both have achieved their targets.
4 School Improvement Plan: gave out copies of the School Improvement Plan (draft) the 3 main priorities for 2018/19 as identified within the current SSRE are: 1. Leadership and Management 2. Pupil Progress 3. Curriculum asked Governor’s if they would like to volunteer to be involved. offered to be involved with Outdoor Learning. would continue to be involved with reading/writing and the beginnings of Maths Mastery.
5 Any Other Business: - the school council would like to raise money to enable them to sponsor one of the new Heritage information boards that are being produced by Foxdale Heritage and sited around the village. Sponsorship of a board is £300 each. - with regard to the renovation of the clock tower area in the village, asked if school would be interested in producing some kind of mosaic for the walls. Discussion took place, possible themes: mines/railway/ waterfall. agreed it was a nice idea but that it would need someone to lead it, possible candidates were discussed. Meeting closed at 5pm. Matters Arising: New parent governor has been appointed - . - clock tower mosaic - had spoken to someone at QEII and found out that someone had done a similar project at Bunscoill Rhumsaa. will contact the school to find out who it was and get an idea of the costs involved.
3 Head’s Report: Attendance: 88 pupils on roll. Possible attendance marks: 2640 Present marks: 2460 Authorised absent marks: 120 Unauthorised absent marks 60. LAC - 1 Fabric of the School: We have had a problem with one of the lights in the sports hall, the cover was hanging off and it looked as if it might fall. As it was a health and safety risk Works responded quickly and this has since been repaired. They also replaced a light fitting in Cornelly class. On a tour of the building after the holidays noticed some broken drain pipes, these have been removed and we are awaiting Works to come and replace them. We had a leak in the junior boys toilets, this has been fixed. An annual inspection of our outdoor play equipment took place, no major problems were identified, some minor repairs to be carried out and some routine maintenance is needed but as the equipment in question is on the field we have time to get it sorted before the good weather. We have again had leaks through the roof damaging ceiling tiles, this has again been reported. Health & Safety: All staff have attended first aid courses and their certificates are now up to date. I have arranged a L2 safeguarding refresher course for 11th February. We will be joined by some staff from Manor Park for this. invited Governor’s to attend if they wish and asked them to inform if they are coming.

Curriculum and Resourcing: This year all of our topics have a local history theme. Cornellly have been looking at Keels and Tholtans. came into the class to give the children a talk and the children had a trip out to a Tholtan in East Baldwin. Beckwiths are looking at the Victorians and more specifically great inventors. They will be taking a trip to the Old Grammar school in Castletown and the Grove Museum among other places. Kionslieu are looking at transport on the Isle of Man and are currently studying trains and are hoping to have a trip on the steam train and visit the museum in Port Erin. Cronk Vane are looking at houses and homes. They are looking at materials in science and looking at the different materials used in and around the home, they will then be looking at Foxdale village and doing a local study of the different buildings around us.

School Development Plan - Update on Progress: Our three areas for development this year are: 1. Leadership and Management: To raise levels of confidence and expectations amongst staff and pupils by leading the implementation of a maths framework, based on mastery principles. led a staff meeting on this and encouraged all staff to look at the curriculum and try out some of the principles. All classes are trialling the new approach and already we are seeing areas which work well and some which don’t fit with our philosophy. will undertake a review of how it is going in the school later this term. 2. Pupil Progress: To raise achievement in the Foundation Stage in improve outcomes and to raise attainment and achievement in reading and writing for identified cohorts across the school. has predicted that 71% will achieve a GLD by the end of the year. Compared to 57% last year. We do have to bear in mind that 64% of this cohort are summer term babies. Including two sets of twins. This is an ambitious target and we will be monitoring progress closely. 3. Curriculum To develop further challenge in the outdoor learning environment. All classes have had outdoor lessons and has been developing an area outside her classroom so that she can include this in her daily challenges for the children.

3 Head’s Report: Attendance: 88 pupils on roll. Percentage present: 90.1% authorised absent marks: 221 unauthorised absent marks: 40 (includes ‘lates’ after register has closed) LAC - 1 Fabric of the School: We have reported a problem with some of the radiators, this has not been addressed and on chasing it up was asked to bleed the valves. This has been done but it looks as if the problem could be more complicated. We are waiting for someone to come and look at them again. The sports equipment in the sports hall has been inspected and several minor repairs have been carried out as a result of the report. Two of the wooden benches needed some work. It has also been decided that the uprights of the netball posts needed to be padded, this has also been fitted. Health & Safety: All staff except two have completed the level 2 safeguarding training held in school. We also opened this up for other staff to attend from other schools. The remaining staff from Foxdale will need to attend courses run by other schools, these are held regularly across the Island.

Curriculum and Resourcing: This half term, Cronk Vane are exploring different habitats - The rainforest, the polar regions and Foxdale. Each week they will research information about these habitats and find out about the animals and people that live there. Over time, each area will be compared and contrasted. In literacy, the focus is on simple non-fiction texts. First the children will be reading non-fiction texts, then building up towards writing their own. The Year One children will write a caption and a ‘did you know?’ fact, and the reception children will write a caption. When learning about the Rainforest, the children will listen to a presentation from who has visited a rainforest whilst travelling in Australia. The children will focus on scientific enquiry when learning about the polar regions and carrying out ‘ice’ experiments. Towards Easter, the children will be walking around Foxdale to find local areas of interest, as well as looking at the different types of houses there are. Their findings will be drawn up on a simple map and they will look at photos, past and present. They will talk about what people do to look after their local area. In maths, they will undertake a traffic survey and discuss road safety. On 14th March, they are going on a trip to the Manx Museum to take part in the workshop ‘Ingenious Insects’ which will fit in with next term’s topic. Alongside their non-fiction focus, they will write simple stories about ‘Spencer’s Cat’. Kionslieu are enjoying a Talk for Writing on the Whole School Theme of ‘Spencer’s Cat’, alongside a broader ‘Pets’ topic. has adapted ‘Spencer’s Cat’ story to be academically appropriate to the Year 2 children. In Numeracy Kionslieu are undertaking a topic on ‘Statistics’, and more specifically data collection, and how to present said data in the creation of Tally Charts and Pictograms. The children will learn how to draw and interpret these graphs. In Music the children (along with the Year 1 children) are enjoying a focus upon the ‘visual’ element of music, and are learning how to pictorially represent the music they hear. They will read ‘Whatever Next’, (about a bear going into Space) and then they will enjoy and interpret upon Holtz’s ‘The Planets’. This term, Beckwiths have been studying the Victorians, including Victorian Inventors. We are writing biographies and poetry. We have explored in science, materials common to Victorians and the new materials which came from 1907, like plastic. We have been dabbling in SOLE – School in the Clouds! Which links with P4C. As such the children were given a class question – What’s the fuss about plastic? They have researched, made notes, debated and carried out whole class writing. We also have a trip to the old Grammar School at the end of March. As , Cornelly Class teacher, was present at the meeting he informed Governor’s of the topics they were covering this term which has included finding out and visiting Keeills on the Island, is covering Life Cycles and as part of this topic the class are observing tadpoles in class. They are also using ‘Spencer’s Cat’ for their talk for writing sessions. is also continuing Cornelly’s outdoor learning and may possibly organise a campfire tea to which parents will be invited.

The minutes of the meeting held on the 28th February 2019 were confirmed and signed by the Chairperson.
2 Matters Arising
It was confirmed that there would be an annual check of first aid items. The governors met with (Link Advisor) who confirmed our SSRE assessment of governance as effective with some elements of very effective. has collated the document but the Education Bill has now been postponed.
3 Risk Register
Five items to be looked at each governor meeting in order to get through the risk register. Items to be prioritised. 20. Emergency Plan has been written. Annual Reviews will be in April. 23. Changed from orange to blue – wording not changed. 7. Agreed okay so no change. 38. Recruitment of Parent Governor – concerns discussed with Legal and Administration Department ( ) – procedure correct, risk is moderate – change control from red to blue. GDPR risks – issues raised by Legal and Administration Department – information handed out to governors at meeting. Need to remove external email addresses from BizHub.
Headteacher to add all risks listed on Legal and Administration document to the school risk register. Does the Equalities Act need to be put on the Risk Register? Equalities Act is included in all policies. All the staff trained. Risk perceived as the school being open to accusation. Headteacher to seek advice from colleagues and Legal and Administration.
4 Y5/6 Sanitary Disposal
There is one sanitary bin in the junior girls toilets. Supplies of sanitary items are available for pupils at school.
5 SEN Budget – Strategy for Devolved Budget
Headteacher received delegation last week. In order to recruit the staff required for September the Headteacher has to wait for the displacement of ESOs from other schools before she is able to recruit on the 17th July 2019 (two days before we break up for the summer holiday). This is not enough time to get the right staff in place. Staff are being chosen for the school so not full devolvement. Headteacher to speak to OHR about restructuring staffing as Level 2 ESO could be used instead of the more expensive Level 3 in some situations. The governors understood the Headteacher’s concerns and offered to support any action the Headteacher needed to take if safety is felt to be an issue.
6 Feedback from Validation
Email received from validator who said he was “very impressed with School Council when taken around the school – best tour.” “Welcoming and nurturing school.” Headteacher very pleased with the feedback from validator. Comments on governance – validator felt that governance was moving towards effective and gave some advice on progressing this. SIP, Involvement with SSRE, making hard decisions. More dynamic influence when in decisions affecting the school. The governors feel that because they meet infrequently, decisions have to be made ultimately by the Headteacher, although governors feedback is occasionally asked for, when required. Headteacher to approach other headteachers to discuss good practice so that our level of effectiveness can be increased.
7 Headteacher’s Report
Matters arising from the report: Library provision – boxes of books are available around the
school instead of having a library. Children may take books home to read. Love of reading encouraged. SPLM moving away from the old fashioned use of a library. Cornerstones – going well – no concerns from parents. Climbing frame to be removed over the summer break. Class bases will be mixed up in September 2019 – Year 6 to move their classroom to class base 3. Feedback from the children is that they are excited about the move to classbase 3. Parent Governor feedback - Parents perception in YR/1 are that the children are being kept behind. It was agreed that this was because it was a new concept to parents who were new to the system of teaching mixed classes. Buddy system – agreed that it was a good system and that it was working. Older children are very protective of the younger ones. This was especially noticeable at sports day. Agenda item for next meeting – SIP information. 2018/19 SIP evaluation to be forwarded before next meeting.
8 Governor Training
Governor Training to go on future agendas. Parent Governor training – the first course for governors is rather late as it takes place in October? Safeguarding course attended – general agreement that the governors who attended would have liked more solutions to problems. There were lots of reasons why children have problems, but a lack of solutions. No formalised way of recording ACES (bad experiences in life, bereavement etc) so that intervention can be put in place. Support needed for children when things are uncovered so that they have support in place in order to move on practically and emotionally. Disenchantment felt with courses being attended but not being followed up or built upon afterwards.

Parent Governor Questions How to encourage children to drink their water? Headteacher asked if the parent governor could ask parents to forward their ideas to her. Parent governor to pass this message back. Teachers will be asked to encourage children to drink. Would it be possible to provide a fridge for packed lunches? Suggestion – put the following in a newsletter - use ice blocks in lunchboxes and encourage children to drink their bottles of water whilst at school. Could the school provide ice for drinks – water is chilled at source (water fountains) so not required. Could recycle bins be placed in the playground? explained the recycling position at the moment in the Isle of Man. Only cans and glass are economical to recycle, neither of these items are used by pupils at school, so recycling bins are not required. There are problems with who empties the bins and the possibility of the bins being set alight (weekends/evenings). The Headteacher will speak to PSM Commissioners and Legal and Administration Department about recycling bins.
School Dog – SPLM are to get their own dog in September. It will be trained to be an assistance dog. Paws for therapy will be involved. The dog will be exercised off the school grounds. New ‘no dogs’ signage to be put up on exterior walls explaining school dog on premises. The governors gave their blessing to the initiative.

Matters Arising: informed those present that, as term as teacher governor, has come to an end, he would have been replace by but as she is about to start maternity leave it has been decided that the staff would take turns to attend meetings until return. thanked for his input and hard work during his term in office.
3 Head’s Report: Copies of the Head’s report were given out to those present and discussion took place. Fabric of the school: New front doors fitted over the summer. The lip of the door is a little higher than the old one which could be a trip hazard. This has been reported to Works. Health & Safety: The path around the back of the sports hall has been treated with anti- fungal chemicals. Overhanging branches have been cut back, leaves have been cleared from the playground. will continue with this work doing the Autumn term as well as keeping drains and gutters clear of debris. Curriculum and Resourcing: The teaching staff are basing their topics around Literacy this term. Cornelly are looking at significant authors and biographies and have started preparing for writing their own adventure stories with trips to Ardwhallan and Archallagan plantation, Beckwiths are writing stories from different points of view. They have visited the Grove and the Manx Museums. Kionslieu are enjoying the stories of Roald Dahl. They have visited the children’s library to attend a Roald Dahl session. Cronk Vane are looking at their own lives for inspiration for their writing and looking at special days and celebrations. They have also had a trip to the Wildlife Park. We have also been making good use of the Computer Bus before it is permanently parked up. It was in school every Tuesday up to half term. Teachers have devoted another staff meeting to looking at Teaching for Mathematical Understanding. We have also taken out a subscription to the White Rose online resources. enquired as to what the implementation of Maths Mastery framework had meant for the teaching staff. explained how it has been implemented at Foxdale and commented that the White Rose resources , which are readily available, are very good.

I am currently employing staff on supply to fill in vacant hours and have submitted the forms to HR to change these properly. has increased her hours from 0.3 to 0.4 has increased her hours from 0.6 to 1 As we have had an increase in Workload budget I am currently asking to increase her time with us so she is now in five days a week. Matters arising from the report: Governors were advised that (Year 3 Teacher) was leaving SPLM, at Christmas, after securing a position at DESC. New ESO’s - all settled very well.
5 Risk Register
Five items to be looked at each governor meeting in order to get through the risk register. Items to be prioritised. Items 41 – 46 on the Risk Register were considered and amendments suggested. Updates on these items will be confirmed at the next meeting and should be on the next agenda. Clarification re staff laptop security was sought by will find out if there is a DESC policy regarding this issue. ICT Acceptable Use Policy – governors would like to see this. Governors asked to add the school dog to the Risk Register.
6 Validation Report
Excellent validation. Governors gave their congratulations to the Headteacher and staff for achievements. Guidance given by (Validator) to Headteacher. SIP should be about the impact of outcomes on pupils. Action Plans should focus on how adults are going to make this happen.
7 SIP Information and School Vision
OUR School Vision • healthy work/life balance - staff support systems are very important so that they are able to flourish in their work environment. Work/Life balance very important. • Technology - 26 devices (iPads and laptops) are supplied for the whole school. Technology plays an important part in the school curriculum. Guided reading can now be on the internet – teaching children how to use computers safely and well. How to be discerning - is it real or ‘fake news.’ Development of Maths Mastery and new Assessment Document will be on the SIP 2019/20 25th Year Celebration has taken place. Powerful Learning – reach out to parents, invite them in to school. Parents very positive and like to be kept informed.
Parent Governor – finds it difficult to understand the curriculum and would welcome more information for parents. Headteacher to add to SIP – Parents’ Evenings information out for parents. Invite parents in for a ‘lesson.’ SIP targets discussed.
8 Parent Governor Items
Bins – Headteacher still waiting for a response from Legal & Admin regarding provision of waste bins. Rubbish bins around the school – who would empty them? – Commissioners? to find out about wheelie bins from Commissioners – Caretaker would need to move bins to the carpark on bin emptying day. Litter picking – parents x 2 with children x 10 once or twice a week to litter pick for approximately 1 hour. Parents would need to be DBS checked. Paper bins – recycling bins – Query viable? - to look into this and report back.

Equality Act being applied to policies and practices as they are updated. Wheelie bins are available from PSM Commissioners. Bins must be available for emptying on collection day. Health & Safety - must be tied down as can topple over. There is an option for smaller wheelie bins for the playground.

5 Update from Parent Governor by Headteacher in her absence
Regular school grounds clean up • happy to organise • 3pm every fortnight - staff will discuss a good day • Risk Assessment to be completed by school • Pupils will be informed in an assembly - guidance and information given as to why and how - h&s aspects will be discussed • Some pupils already choosing to litter pick at lunchtimes under supervision of lunchtime assistants
Wood with nail found on school grounds • School is aware that this has happened on 2 occasions • Site is checked on a daily basis by caretaker and lunchtime assistants are very vigilant • Rambling Lunchtime Guide supports staff in asking children not to do something/play somewhere if they feel uncomfortable - this is on the website for parents to view • Meeting to be organised with Forest School to discuss way forward in general and safety will also be discussed • Ultimately the site safety comes down to the school • Building structures on site is new to us - we will seek advice from (DESC). We do not want onsite Forest School to stop • We cannot say that there will be no more instances of nails around the site, but we will do everything possible to keep the children safe • Our pupils need to take some responsibility for their own safety - act well and listen to advice/instruction Friday Tuck Shop • Concerns over use of plastic at Tuck Shop - especially the lipstick type sweets • School Council voted unanimously that we should stop purchasing and selling all individually plastic wrapped sweets and seek possible alternative supplies e.g. Top Banana Front garden of school • We have parents willing to sort out and maintain the garden at the front of school • suggested each class having a responsibility but this is something that hasn't worked when we have tried it in the past • A lunchtime gardening club appeared to be the best way of maintaining the garden, involving the children who want to be involved and avoiding taking time away from necessary curriculum activities • Injebreck Class would like to be involved also The governors asked for their thanks to be conveyed to for her report.
