We write further to your request which was received on 4 February 2021 and which states:
"Please provide a full copy of the external inspection by St Andrews into Adult Learning Disabilities including respite, residential and day care."
Our response to your request is as follows: I have enclosed copies of the information. Please find attached a copy of the IoM Service Review – Adults Learning Disabilities external report by St Andrews. While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because it is absolutely exempt under Section 25 (2)(a) of the Act (absolutely exempt personal information). The reason why that exemption applies is that information is absolutely exempt information if it constitutes personal data of which the applicant is not the data subject. Please quote the reference number 1662173 in any future communications.
