The request sought all documentation regarding the development of internship policies and strategies at the Office of the Clerk of Tynwald, specifically focusing on a 2014 trial. The authority responded by disclosing 293 pages across two documents containing emails, meeting minutes, and proposals detailing the creation of a cost-neutral trainee position.
Key Facts
The Tynwald Management Committee agreed to replace a staff member going part-time with a full-time trainee on a cost-neutral basis.
A proposal was made in November 2013 to fund a one-year intern/trainee post using the remaining salary budget from a reduced contract.
The intern was intended to rotate through various departments including CIS, TAO, and Hansard to gain broad experience.
The initiative was delayed in early 2014 due to uncertainties in the Information Service but was subsequently progressed.
The response included details of a Civil Service Fast Track Apprenticeship Scheme offering an 18-month program and a level 4 qualification.

this is what I
would like to propose
Current salary is spine point 26 32,508. Next year from May will be on spine point 27 which is the top spine point for EO -
£33,792.
18.5 hours a week = 50% contract.
With the remaining @£16k we could offer a one year LTA intern/trainee/apprentice post – which could be full time at an AA
starting salary, currently 15522. This seems to be a better option than trainee salaries which seem to be paid more on CS
grades http://www.gov.im/lib/docs/hr/iomcs/AnnexC1_C2/traineegradesapr2008.pdf. I think this should be a fairly open
invitation, much as we have done before focus on the skills we are looking for rather than a specific qualification level, and
see what we get and then do a recruitment test, even offer a couple of days work experience perhaps. The aim in the year is
to provide them with a broad range of experience so I could see them being based with the CIS but spending time with TAO,
Hansard and perhaps even
– but the time around the place can be planned to assist teams in busier periods.

Civil Service Apprenticeship Scheme
The Opportunity
The Civil Service Fast Track Apprenticeship Scheme is an 18 month programme that offers
a real alternative to university. Completing the Fast Track Apprenticeship scheme will
provide significant work experience, a level 4 qualification and the springboard to a career in
the Civil Service.
The programme will consist of learning on the job combined with studying which will result in
gaining a Higher Apprenticeship in Business and Professional Administration whilst earning
money at the same time.
Upon commencing the programme you will be placed in a role that offers real responsibility
from day one. You will join at a management grade so you may have responsibility for
managing others and you will enjoy a minimum salary of £18,763 depending on location and
department.
The posts are offered on a permanent basis and opportunities are available in the following
locations, subject to change:
London
North West - Liverpool, Manchester and Preston
West Midlands - Birmingham, Coventry and Telford
Yorkshire & Humberside - Bradford, Leeds, Lincoln and Sheffield
You will be able to state what hub you would like to be based in, i.e. London, the North West,
West Midlands or Yorkshire & Humberside but you will need to be flexible as you may need
to work in different locations as your career develops.
There are various roles on offer, which will differ depending on which location hub you are
applying for. You could find yourself working as an Assistant Private Secretary to a Minister,
responsible for a specific work area of the Minister’s portfolio which will require you to work
closely with senior officials, lobbyists and Parliamentary offices to ensure that the Minister’s
needs are met or you could be working in a Job Centre providing advice and guidance to a
job seeker, looking at their skills and experience to help them find suitable employment or
you could be working in a team to develop a new policy by engaging with stakeholders,
interested groups and other Government Departments and you are also joining as a
management grade which will provide you with the opportunity to develop an essential skill
that will be beneficial throughout your career.
Roles will be available within a range of Government departments which may include
Cabinet Office, Ministry of Justice, HM Revenue and Customs, Department for Work and
Pensions, Crown Prosecution Service, Department for Education and Department for
Business Innovation and Skills.
The Apprenticeship
In addition to your working role you will also be supported to complete a Level 4 Higher
Apprenticeship in Business and Professional Administration which is made up of:
Level 4 NVQ in Business and Administration which will test competence against a
framework; and
Level 4 HNC Diploma in business to test knowledge and will be assessed through
written assignments.
This is a challenging qualification that requires you to gather on the job evidence to
demonstrate your competency, as well as studying and submission of written assignments to
show understanding of high level administrative processes.
View further information regarding apprenticeships at www.apprenticeships.org.uk (link
opens in a new window)
If you would like to find out more about the role and work of the Civil Service please visit
www.civilservice.gov.uk (link opens in a new window)
The completion of your apprenticeship will be alongside your day to day work and will
require commitment as well as stamina; we will of course support you to do this.
After the apprenticeship
Following completion of the Level 4 Apprenticeship you will be eligible to apply for the ‘in
service’ Fast Stream or departmental talent programmes to accelerate your career. In
addition there are 25 professions across the Civil Service and you may decide that you
would like to specialise in a particular area. These include Policy, where you work as part of
a team to develop policy area, Communications, developing communication strategies and
being at the forefront of promoting Government initiatives or Operational Delivery, where you
will work on the front line as the outward face of the Civil Service.
Am I Eligible
In order to be eligible to apply for the Fast Track Apprenticeship Scheme you need to meet
the following criteria:
Have a minimum of 5 GCSE’s at grades A to C including English Language and
Maths
Be aged between 18 and 21 on 31 August 2013*
Not have a degree. Graduates should visit www.civilservice.gov.uk/recruitment for
details of Civil Service opportunities for graduates
Be available to start work in September 2013
** The Civil Service is aiming to ensure that its workforce reflects the society which we serve
in all aspects of diversity. Therefore applications are welcome from young people aged 18 –
21, in line with section 158 of the Equality Act 2010; this means that positive action is being
taken as this age group is currently under-represented in the Civil Service workforce.
Nationality
The Civil Service Fast Track Apprenticeship Scheme is open to applicants who are
European Economic Area (EEA) nationals (including British citizens), Commonwealth
citizens, Swiss nationals or, in some circumstances, Turkish nationals. The nationality
requirements are determined by the Civil
Service nationality requirements.
If you apply, you'll be asked about your nationality at birth, whether you have ever
possessed any other nationality or citizenship, whether you are subject to immigration
control and whether there are any restrictions on your continued residence or employment in
the UK.
Certain posts, notably those concerned with security and intelligence, might be reserved for
British citizens, but this will not normally prevent access to a wide range of developmental
opportunities within the Civil Service.
All applicants should be aware that a lack of sufficient background information may preclude
an applicant from being granted security clearance. If you hold dual nationality (i.e. you are a
British citizen and are also a national of another country) this should not preclude you from
joining.
Immigration
Please note that as well as meeting the Civil Service nationality requirements, you must also
meet any requirements applicable to you under the UK’s immigration system. It is possible to
meet our nationality requirements but still not be legally entitled to work in the UK. If this
applies to you, it may not be possible to offer you employment in the Civil Service.
The UK Government’s immigration policies are carried out by the UK Border Agency
(UKBA), which operates a points-based immigration system (link opens in a new window). If
you are a candidate holding a nationality from outside the EEA or Switzerland (and eligible
Turkish applicants), you will probably be subject to immigration control and should find out
more about your position before applying. It is your responsibility to check whether you are
affected by immigration regulations.
Any employment will be contingent on the candidate’s continued right to live and work in the
UK. Applicants should be aware that their employment may be terminated should that right
expire.
In light of on-going changes to the UK immigration system, candidates should ensure they
are aware of adjustments to the system which may affect them.
Attributes we are looking for
In order to be successful on the programme you will need the following:
The potential to lead and motivate others
The enthusiasm that will be required to benefit from the fast paced learning that the
programme will offer
The motivation required to combine study with a full time job
A customer focused outlook
The flexibility that will be required to develop in a fast paced environment
In addition, you will need to be able to demonstrate the following competencies:
Collaborating and partnering
Delivering at pace
Making effective decisions
Managing a quality service
Building capability for all
Competencies are the actions and behaviours that individuals must demonstrate, or show
the potential to gain, to perform effectively at work.
View further information regarding the competencies that are required for success on
the Civil Service Fast Track Apprenticeship Programme (link opens in a new window)
View further information regarding focussing your competency answers when
completing the application form (link opens in a new window)
The Application Process
We are looking to recruit very talented individuals to join the Civil Service Fast Track
Apprenticeship Scheme. The selection process has been designed to identify those that will
benefit most from the programme and the subsequent career opportunities.
Help, support and advice regarding how to prepare in order to give yourself the maximum
chance of success will be available at every stage of
the selection process.
The first stage of the application process is to complete the online application form. All
candidates that apply will be invited to complete online verbal and numerical reasoning tests.
Automated test results will be reviewed and compared against a comparison group with top
performing candidates being invited to complete the next stage of the recruitment process
which is an online situational judgement test.
The online situational judgement assessment will provide you with the opportunity to
demonstrate that you have the competencies for the role by testing what action you would
take in a simulated work environment. You will be provided with details of a fictitious work
related scenario and presented with a range of possible options. Some of those actions will
be considered desirable and some not. The options that you choose will be evaluated using
an automated system and your performance will be compared to a comparison group; top
performing candidates will be invited to the next stage of
the recruitment process.
The final stage of the process will be to attend an assessment centre consisting of an
interview, written exercise and group exercise.
Guaranteed Interview Scheme
The Civil Service is committed to promoting diversity.
