We write further to your request which was received on 21 December 2020 and which states:
"1. According to your records, was the Attorney General's Chambers asked for their advice or opinion on the wording of the Key Worker Exemptions prior to them being introduced. If so, what was that advice? 2. According to your records, was the Attorney General's Chambers asked for their advice or opinion on the change of wording of the Key Worker Exemptions made in June 2020 referred to by the Chief Minister in Tynwald, prior to them being introduced. If so, what was that advice?"
While our aim is to provide information whenever possible, in this instance the Cabinet Office does not hold the information that you have requested.
The Attorney General's Chambers worked extensively and collaboratively with the Cabinet Office throughout the pandemic and has advised on various aspects of the response including documentation that forms part of the Island's entry restrictions. The specific wording that was added to the Certificate was the inclusion of bold, red text on the first page emphasizing the need for individuals to self-isolate when not at their place of work as specified on their exemption certificate. This information was already included elsewhere on the certificate. Accordingly, this particular change did not require advice from Attorney General's Chambers. Please quote the reference number 1611777 in any future communications.
