We write further to your request which was received on 11 December 2020 and which states:
"1. Please provide dates during the period 1st June 2020 to 30th November 2020 when Department of Infrastructure Parking Controlers (or other officers with delegated responsibility) visited Parliament Street/Bourne Place in Ramsey and the duration of each visit. 2. Please provide details of the number of fixed penalty notices issued for exceeding parking time limits in Parliament Street/Bourne Place, Ramsey, during the period 1st June 2020 to 30th November 2020. 3. Please provide details of all agencies entitled to issue fixed penalty notices for exceeding on-street parking time limits on Parliament Street/Bourne Place, Ramsey, during the period 1st June 2020 to 30th November 2020."
With apologies for the delay, the responses to your questions are as follows: 1. The Department does not retain information on historical visits to a location and or its duration; however, based on information held about tickets issued in this location it can be confirmed that visits occurred on at least the following dates - 27/8, 1/9, 26/9, 9/10, 14/10, 16/10, 2/11 and 20/11. 2. 6 parking tickets were issued for the offence "parking for longer than permitted" during the period specified. 3. A person appointed as a parking controller, traffic warden or constable would be authorised to issue fixed penalty notices in the location specified. The Department of Infrastructure, IoM Constabulary and Ramsey Town Commissioners has such officers operating under their control. Owing to COVID, we were working with a much reduced team during June, July and August; furthermore, parking enforcement was a very sensitive issue at that time. As a consequence, we were not particularly active in enforcing disc zones in Ramsey at that time.
