Dear ###,
We write further to your request which was received on 4 December 2020 and which states:
"I seek additional information to that published in Section 2 of the April 2019 'Review into Pupils on the Isle of Man on the periphery of mainstream education' namely: For Graph 3 ('Overall Suspensions in the Isle of Man All Secondary’s printed on page 20) the actual numbers of suspension days for 2013-17 inclusive (the compression of the y axis means only an approximate number can be determined from the graphic) together with the numbers of suspension days for 2018 and 2019 (if held I request this data broken down by school in addition to the IOM figure); Similarly, for Graphs 4-7 also on page 20 the actual numbers of suspensions (1 day, 2- day, 3-day, 4+ days) for 2013-17 inclusive together with the same data for 2018 and 2019 (if held I request this data broken down by school in addition to the IOM figure); Chart 2 (page 21) highlights IOM suspension rates for 2014-16 inclusive (together with a comparison of regional English FTE for that period). I request the IOM suspension rates for 2017-2019 inclusive together with details of any comparative benchmarking undertaken in relation to the rates of FTE in England for those 3 years. By way of help and assistance I would appreciate confirmation of how the FTE is calculated for the FTE rates requested or already published in the Review (e.g. number of fixed term exclusions recorded across whole calendar year divided by the number of pupils on school roll at a given date x 100); For 2018 and 2019, IOM and individual secondary school data for suspensions by reason for suspension (as per Chart 3 page 22) together with the IOM and individual secondary school data for 2018 and 2019 regarding percentage of total suspensions by reason for suspension (as per Chart 4 page 23). For these I request the actual numbers/percentages per suspension 'offence'; I also seek the actual numbers and percentage figures used to compile Charts 3 and 4 (2013-17) as compression of the x axis makes precise interpretation difficult in some cases (e.g. what are the actual numbers of suspension for racist, sexist homophobic behaviour etc. in each of the years 2013-17 inclusive?);
The assumption is that the data recorded in the Review relates to calendar years as
opposed to academic ones and that the data requested for other years is collated and
held in the same manner. However, should the DESC compile such data on say a
termly basis I am content to receive it in that, or any other format held, with an
indication to the period to which the data relates."

Isle of Man suspension rates for 2017-2019 While our aim is to provide information whenever possible, in this instance the Department does not hold or cannot, after taking reasonable steps to do so, find some of the information that you have requested. This is because the Isle of Man suspension rates are only held up to 2016, as published. The comparable numbers for 2017-2019 were not held for the purpose of the ‘Review into Pupils, nor are they currently held by the Department. As a result of this information not being held by the Department no comparative benchmarking was undertaken. Where the data is not held in the format that has been requested section 8 (3) of the Freedom of Information Act 2015 states; Nothing in this Act requires a public authority to – (a) Create or derive information from information that it holds (b) Undertake research into, or analysis of, information that it holds. Fixed Term Exclusion (FTE) calculation The calculation used to determine the fixed term exclusion figures was-: the number of fixed term exclusions in a given year divided by the number of pupils on roll multiplied by 100. The comparable numbers for 2018-19 were not held for the purpose of the ‘Review into Pupils’, nor are they currently held by the Department.
