Original Request

I am writing to request a copy of a presentation made by Dr Rachel Glover to MHKs and MLCs in October 2020 prior to her resignation, of which the Health Minister David Ashford was present. To help you clarify more about this presentation, it included information on the index cases causing infection throughout the Isle of Man. It also included data showing at what day in the incubation period people o the Isle of Man tested positive. The presentation also included additional information on the quality of our testing standard. The last page of this presentation contained an image with the text 'other viruses are available'. Please provide a full copy of the presentation. This presentation was made at a cost to the Department for Health and Social Care by Dr Rachel Glover, a bank staff member and contractor of the department. If this request is unclear, please contact me as Manx law advises that you should assist requesters as best as possible. If you are unable to provide this document digitally, I am happy to supply a means of storage such as a USB device for you to drop the presentation on to.

We write further to your request which was received on the 9th November 2020 and states:

Our response: While our aim is to provide information whenever possible, in this instance the public authority does not hold or cannot, after taking reasonable steps to do so, find some of the information that you have requested. The presentation was not arranged by the Department and therefore this was at no cost to DHSC. While our aim is to provide information whenever possible, in this instance Department of Health and Social Care (“the Department”) is unable to provide the information you have requested. This is in line with section 11(3)a of the Act, as a practical refusal reason applies; namely we do not hold or cannot, after taking reasonable steps to do so, find the information that you have requested.
