We write further to your request which was received on 2 November 2020 and which states (sic) - numbered for ease of reference:
"Please provide information on the recruitment process used to employ the 2 additional officers on "bank"? 1. When and where were the roles advertised? 2. What is the hourly rate for these roles? 3. What was the hourly rate for a contracted officer i.e. Noonan's? 4. How much is the cost to the Department for supplying uniform and PPE for the bank officers? 5. How much is the cost to the Department for supplying uniform and PPE for the Noonan's officers? 6. What is the total number of staff in the harbours security section and how many staff are in receipt of some form of supervisor rate? 7. What is the expected increase in the salaries bill of the Harbours Security Department, once the current recruitment and promotions have been completed since the airport and harbours separated in May 2020?" Responses to your queries are provided below, with the exception of question 7: 1. The roles of two bank officers were not advertised; they had to be created as a result of an urgent business need to ensure continuity of cover in the Port Security Section, based at the Sea Terminal in Douglas. A business case was submitted to the Office of Human Resources in August 2020 by the Department, with a request to directly appoint two external individuals with relevant experience. The Public Services Commission granted approval to the appointments, given the urgency and the need for cover.
2. Bank officers are being paid at an hourly rate of £12.54. 3. Contracted officers are paid at the rate of £14.74 per hour. 4.
