Dear ###
We write further to your request which was received on 15 September 2020 and which states:
"Good afternoon, please provide me with a copy of: 1. the policy decision and rationale for the Castletown Housing Land Review to be put behind the Eastern Plan in terms of priority and/ or completion. 2. the policy decision and rationale for the Castletown Housing Land Review to not be completed fully as is standard for land reviews in terms of public consultation etc. 3. correspondence from MHK's Cregeen and Moorhouse in relation to the housing land review. Our response to your request is as follows: Please provide me with a copy of: 1. The policy decision and rationale for the Castletown Housing Land Review to be put behind the Eastern Plan in terms of priority and/or completion. The Castletown Housing Land Review was not started as a statutory development plan (unlike the Area Plan for the East) and did not follow the process set out in Schedule 1 of the Town and Country Planning Act 1999 as a result. Cabinet Office concluded that the Review was an evidence base rather than the basis for a new area plan for Castletown in December 2017. The Preliminary Publicity for the Area plan for the East was published in February 2017 under Schedule 1 and was always intent on becoming a statutory development plan. 2. The policy decision and rationale for the Castletown Housing Land Review to not be completed fully as is standard for land reviews in terms of public consultation etc. Public consultation did take place on a call for sites exercise (October 2015). Further consultation took place between 26 August 2016 and 7 October 2016. There was a public event on 27 September 2016.
- Correspondence from MHK's Cregeen and Moorhouse in relation to the housing land review. Direct e-mail correspondence was received from Minister Cregeen to Minister Thomas on 11 December 2017. A copy of the e-mail is attached.
