We write further to your request which was received on 31 August 2020 and which states:
"Please can you provide the details, requirements and data that is required for each level of the borders framework. How is the decision made by the Cabinet Office to move to a different level of the borders framework."
Please find below the information requested. The borders framework is considered regularly by Council of Ministers, and the decision to move between levels takes into account current infection rates in the UK along with the Island's own situation. Guideline ranges of infection rates are used to inform decision making and reductions in rates in the UK would be a positive indicator to inform any determination by Council of Ministers to ease border restrictions as appropriate, allowing for greater flexibility of movement of residents and non- residents, between the Island and the UK. Consideration of whether to move between levels of the borders framework is not a binary process. The situation with COVID-19 globally is evolving rapidly and the developing picture informs how Government responds to best protect the Island's population.
