1. a copy of the diary of the lsle of Man Public Health director from 31 January 2020 until 30 June 2020 showing all meetings and conference calls held 2. a copy of all communications received or sent by the lsle of Man Public Health Director (including texts, messages or emails) relating to medical, clinical or public health advice regarding Covid 19 and action or recommendations to be taken by the lsle of Man Government or DHSC between 10th March 2020 and 10 May 2020. Following clarification you requested: Clinical/medical/public health advice or recommendations requested from or provided by the IOM Director of Public Health and any responses received in relation to SARS-COV2/Covid 19/Coronavirus infections to DHSC Senior Executives eg the CEO, Deputy CEO, Medical Director, Senior Medical/Clinical Leadership Team, Head of Registration and Inspections Unit, DHSC Minister, Cabinet Office Minister, COMIN, NSG, NSG ' coronavirus, or Gold command relating to public health issues or measures to be put in place regarding the following areas/subjects: Care home(s) or social care residential type facilities (including PPE recommendations). Following clarification you requested: Vulnerable people in care homes and controlling outbreaks of Covid 19 infections and the transfer/admission of care home residents to hospital/other care homes and testing issues. Following clarification you requested: Travel restrictions or border closures (in particular any information relating to the recommendation or advice or discussions regarding the timing of the border restrictions/closure). Medical/Clinical Leadership Team, Head of Registration and Inspections
Unit, DHSC Minister, Cabinet Office Minister, COMIN, NSG, NSG –
coronavirus, or Gold command relating to public health issues or measures
to be put in place regarding the following areas/subjects:
Care home(s) or social care residential type facilities (including PPE
recommendations).

the information requested
In t he interests of providing advice and assistance, this advice would have originated
from t he Department o f H ealth a nd Social Care (for example, I nfectio n Prevention and
Control), not th e Public Health Directorate and therefor e there are no records of any
input from the D irector of Public Health

Vulnerable people in care homes and controlling outbreaks of Covid 19
infections and the transfer/admission of care home residents to
hospital/other care homes and testing issues.

unable to provide the information that you have requested because a practical refusal
reason applies under section 11(3)(a) of the Act, as the Public Health Directorate did
not provide input and as such the Cabinet Office does not hold the information
requested.
In the interests of providing advice and assistance, the Public Health Directorate
provided advice to th e Department of H ealth and Social Care o n PCR t estin g as a
member o f the DHSC COVID-19 Testin g Surveillanc e Strategy Working Group.
Travel restrictions or border closures (in particular any information relating
to the recommendation or advice or discussions regarding the timing of the
border restrictions/closure).
Our response:
While our aim is to provide information whenever possible, in this instance we are
unable to provide the information that you have requested because a practical refusal
reason applies under section 11(3)(a) of the Act. As the Government sought clinical
views on border closures from the Department of Health and Social Care through the
Senior Clinical and Public Health Leadership Team, you may wish to approach that
Department for information (if held). The Public Health Directorate was not asked for
separate opinion/advice.
• Following clarification you requested:
Testing by the 111 Service (in particular recommendations about
parameters or protocols for testing /tracing individuals/groups).
(Advice/recommendations re antibody testing can be excluded).

Public Health Directorate was requested or provided and as such the Cabinet Office
does not hold the information requested.
In the interests of providing advice and assistance, the Public Health Directorate and
Healt h Protecti on colleagues provided co pies of relevant planning gu idance and
protocols for t esting a nd contact tracing to COVID111/Contact Traci ng managers for
inclusion in ser vice planning, resourcing and Standar d Operating Pro tocols.

reaso n applies under section 11(3)(a) of the Act, as the Public Healt h Directorate did
not c ontribute to the d evelopment of th e modelling and input was li mited to verbal
contributions a t meetings, a s such the C abinet Offic e does not hold the information
requested.
In th e interest s of providing advice and assistance, modelling work on potentia l
epidemic curve s in the Isle o f Man was carried out b y Department o f Health an d Social
Care staff with suppor t from Governmen t Technolog y Services .
3. A copy of any advice provided by the lsle of Man Public Health
Directorate that Key Workers granted an exemption to enter the lsle of Man
did or did not require testing for Covid 19.
Our response:
While our aim is to provide information whenever possible, in this instance we are
unable to provide the information that you have requested because a practical refusal
reason applies under section 11(3)(a) of the Act, as the Public Health Directorate does
not (and never has) provided assessment and guidance on what testing might be
appropriate for individuals covered by exemption, as such the Cabinet Office does not
hold the information requested.
In the interests of providing advice and assistance, the Public Health Directorate
provided verbal input to the 'essential worker testing pathways' which were developed
and are owned by Department of Health and Social Care.
